KELSO PARKS ADVISORY BOARD

2.74.010 Established.
There is established an advisory citizens committee to be known as the “parks advisory board.” (Ord. 3562 § 1, 2005; Ord. 3553 § 1, 2004)
2.74.020 Membership—Term—Expenses.
A. The parks advisory board shall consist of five voting members, each of whom shall be appointed by the mayor subject to the confirmation of the city council. The mayor shall designate one or more council members to act as a liaison between the city council and the parks advisory board.
B. All terms shall expire on December 31st. Terms shall be staggered as follows:
Position 1 – One year (expires 12/31/05); |
Position 2 – Two years (expires 12/31/06); |
Position 3 – Three years (expires 12/31/07); |
Position 4 – Four years (expires 12/31/08); |
Position 5 – One year (expires 12/31/05); |
Following adoption of this amendment, the current board shall convene and determine how current members are to be “slotted” into the above-referenced positions. Upon such determination, the mayor shall be so advised in writing. As the term of each member expires, a successor shall be appointed by the mayor with the approval of the majority of the city council for a term of four years.
Board members shall serve at the pleasure of the city council. Any board member may be removed upon motion of the city council.
C. At least four members of the parks advisory board shall reside within the Kelso city limits. One member may reside outside of the Kelso city limits, but must reside within the geographic boundaries of the Kelso School District. The position of a member shall become vacant upon such member's failure to comply with the foregoing residency requirements. The position of a member shall be forfeited and become vacant for failure to attend three regular consecutive meetings of the board, unless such absence is excused by a majority of the members of the board.
D. Members of the parks advisory board shall serve without compensation for their services but may be reimbursed for necessary expenses actually incurred in connection with their services to the city. (Ord. 3562 § 1, 2005; Ord. 3553 § 1, 2004)
2.74.030 Purpose—Function—Jurisdiction.
A. It shall be the responsibility of the parks advisory board to make studies concerning the need for, acquisition, utilization, care, maintenance and disposition of the city's parks and all property or equipment pertaining to or associated with city parks. The board shall make reports and recommendations to the city council and the city manager relative to the acquisition, care, maintenance, utilization and disposition of city parks, property and equipment and shall serve as an advisory board to the city council and the city manager in all matters pertaining to city parks, park building(s), equipment and other property, and the parks budget.
B. The parks advisory board shall review, advise and make recommendations to the city council relative to the promulgation and enforcement of rules and regulations governing the use of the parks, its building(s) and equipment, and rules of conduct and behavior of persons using the same and frequenting the city parks. The board shall advise and make recommendations relative to the scope and quality of parks services provided, or to be provided.
C. The parks advisory board shall have such further duties as may from time to time be assigned to it by the city council. (Ord. 3562 § 1, 2005; Ord. 3553 § 1, 2004)
2.74.040 Meetings—Organization.
The parks advisory board shall hold meetings at regular intervals as provided in bylaws adopted by the board and shall meet not less frequently than every ninety days. Members of the board shall select a chairman from among themselves and such other officers as they may deem necessary and may establish rules for the conduct of their meetings and business of the board. 2.74.050 Gifts.
All gifts of money or property made for the benefit of the city parks, the parks' buildings, or equipment and other property donated for park purposes, whether through the park advisory board or to the city directly, shall become the property of the city, held in trust for park purposes and subject to the discretion of a majority of the city council, or to the discretion of the city manager when so authorized by the council, as to any subsequent sale or disposition of any such property or investment of any such money.
