2.18.010 Members – Appointment.

The planning commission of the city shall consist of seven members who shall be appointed by the mayor and confirmed by the council, all of whom shall serve without compensation. No member of the commission shall be an elected official of the city or an employee of the city. Members of the planning commission must reside within the city limits, except that one position may be filled by a commercial property owner within the city limits and one position may be filled by a community member who resides outside the city limits, but within a three-mile radius of the unincorporated urban growth boundary. The planning commission members shall appoint from among themselves a chairperson and vice-chairperson whose terms shall run for one year, from the first meeting of the planning commission after the first year until the chairperson and vice-chairperson are appointed in the subsequent year. The term of office of the seven commissioners shall be two years and staggered in such a manner that the terms of three commissioners shall expire in even-numbered years and the terms of four commissioners shall expire in an odd-numbered year. 2.18.020 Removal.

A member may be removed for cause during his or her term upon a recommendation from the mayor and the affirmative majority vote of the city council sitting with a quorum. The decision of the city council shall be final and there shall be no appeal therefrom. If a member is absent from four meetings per year without excuse, excuses being permitted for personal or family illness, and vacations, cause exists for removal. The member wishing to be excused from a meeting must notify the secretary to the planning commission prior to the meeting. The absence shall be announced and the reason as excused recorded in the minutes of the meeting. (Ord. 05-791 § 1).

2.18.030 Powers and authority.

The planning commission shall have all of the powers and perform each and all of the duties of a planning agency as specified in Chapter 35A.63 RCW, together with any other duties or authority which may hereafter be conferred upon them by the laws of the state, the performance of such duties and the exercise of such authority to be subject to such and all the limitations expressed in each legislative enactment or enactments. 2.18.040 Recommendations of proposed legislation.

The city council may refer to the commission, for its recommendation and report, any ordinance, resolution or other proposal relating to any of the matters and subjects referred to in Chapter 35A.63 RCW, and the commission shall promptly report to the council thereon, making such recommendation and giving such counsel as it may deem proper in the premises. 2.18.050 Approval of plats.

All major plats or plans of subdivisions of land within the city, as well as dedications of streets, alleys, and other public spaces, shall be submitted to the commission as provided in Chapter 58.17 RCW. (Ord. 05-791 § 1).

2.18.060 Secretary.

The commission may designate one of its members to act as secretary without salary, or if requested by the commission, the mayor shall designate a member of the paid staff of the city to serve as such secretary. (Ord. 06-005 § 1; Ord. 05-791 § 1).

2.18.070 Quorum and meetings.

A majority of the commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present at any regular or special meeting of the commission is deemed and taken as the action of the commission. The planning commission secretary shall prepare written minutes of the planning commission meetings and present the same for approval of the planning commission at the next regular meeting of the planning commission. The planning commission shall convene at least once monthly for 10 months each year, unless there is no business to conduct, in which case no meeting need be held. (Ord. 05-791 § 1).
