13.08.010 Property easement from city resident – Required.

Noncity residents shall obtain a property easement from the city resident who owns the property that he must cross for an extension of city service. (Ord. 263 § A, 1977; Ord. 133 § 1, 1966).

13.08.020 Property easement from city resident – Applicant responsible for costs.

The applicant shall be responsible for any and all costs incurred in obtaining this easement. (Ord. 263 § A, 1977; Ord. 133 § 2, 1966).

13.08.030 City’s right to review and reject applicants.

The city reserves the right to review and reject any and all applications for water and sewer service to property outside the city limits. Sewer service shall be available only to noncity residents with property immediately adjoining to the city limits, and upon approval of application. (Ord. 263 § A, 1977; Ord. 133 § 13, 1966).

13.08.040 Lines to meet city grade elevation specifications.

All lines shall meet city specifications for grade elevations. Said specifications shall be provided by the city. (Ord. 133 § 5, 1966).

13.08.050 Water lines – Size – Gate valves required.

All water lines shall be six inches with six-inch gate valves. After the gate valves at the city limits, additional gate valves shall be installed at those distances within the limits of the city as required by the Washington Survey and Rating Bureau. (Ord. 133 § 6, 1966).

13.08.060 Water lines – Diameter.

Water service lines shall not exceed a maximum of one-inch in diameter. (Ord. 263 § A, 1977; Ord. 133 § 7, 1966).

13.08.070 Property owners to provide shutoff.

Property owners shall provide service lines with standard service shutoff at the edge of the easement line. In addition, a separate shutoff shall be provided at the dwelling. (Ord. 133 § 8, 1966).

13.08.080 Pipe specifications.

All pipe to be used shall meet regulations set by the State Uniform Building Code. (Ord. 263 § A, 1977; Ord. 133 § 9, 1966).

13.08.090 Sewer service lines – Diameter.

Sewer service line shall be not less than four inches in diameter. (Ord. 133 § 10, 1966).

13.08.100 Inspection and approval of lines by city.

City inspection and approval shall precede the covering of any and all lines to be installed. No backfill shall be placed over pipe until the work has been inspected and approved by the administrative authority. Any portion of the pipe covered before inspection shall be uncovered at the owner’s expense within two days after notice to do so has been issued by the administrative authority. Reinspection of the site will cause the owner/contractor to be subject to a $50.00 reinspection fee. (Ord. 13-004 § 1; Ord. 133 § 11, 1966).

13.08.110 Control of lines by city.

The city shall maintain full control of any proposed line upon its installation. (Ord. 133 § 12, 1966).

13.08.120 Connection charge for additional hookups.

A connection charge shall be made for any additional hookup to the line. (Ord. 263 § A, 1977; Ord. 133 § 16, 1966).

13.08.130 Monthly charges – Nonresidents subject to same payment regulations as residents.

(1) A monthly water charge shall be made as per that assessed other nonresident users, with the sewer rate to be increased in the same proportion.

(2) Nonresident water/sewer users are subject to the same conditions of payment and to the same penalties for nonpayment for uses as are residents within the city. (Ord. 263 § A, 1977; Ord. 133 § 17, 1966).
