2.05.010 Regular meetings.
The city council of the city of La Center shall meet on the second and fourth Wednesday of each month. The meetings of the city council shall be held at the City Hall in the city of La Center, Washington, unless the city clerk/treasurer deems some other location necessary or expedient. In the event the city council meeting is held at a location other than the City Hall, the city clerk/treasurer shall post a public proclamation at the City Hall directing members of the city council or the public to the new location of the city council meetings. Meetings of the city council shall begin at 6:30 p.m. [Ord. 2018-03 § 1, 2018; Ord. I-15-10 § 1, 1990.]
2.05.020 Workshop sessions – Purposes.
The purpose of this chapter is to establish regular workshop sessions of the city council of La Center, Washington. [Ord. I-15-8 § 1, 1988.]
2.05.030 Workshop sessions – Establishment.
From and after the effective date of this chapter, the city council of the city of La Center may meet in workshop sessions beginning at 5:00 p.m. or 5:30 p.m. on days set for the regular meeting of the city council of La Center, as needed. The mayor will determine the start time of the workshop session time as they see fit. All workshop sessions shall be open to the public and the press, and shall be deemed open public meetings. The city council determines that the workshop meetings herein established shall be used to accomplish the following:
(1) Information exchange between and among council members, the mayor, and with the city staff, including the city clerk/treasurer, public works director, city attorney, and other personnel.
(2) Provide an opportunity for the city council to determine and set city policy, goals and objectives, and provide guidelines and direction for the city staff and personnel pertaining to city business.
(3) Provide a forum whereby council members may become informed about the city’s affairs and developments.
(4) Provide a forum where committees composed of city council persons may meet and discuss committee business.
(5) Review and discuss, ask and answer questions pertaining to materials in the council’s packets prepared for the pending city meeting.
(6) To accomplish and discuss any other issue or matter not otherwise prohibited by state laws or city ordinances. [Ord. 2024-05 § 1 (Exh. A), 2024; Ord. I-15-8 § 2, 1988.]
2.05.040 Workshop sessions – Limitations.
A quorum of council members is not necessary for the conduct of a workshop session. Public comment and input is not required or permitted during workshop sessions, except as requested by council members in attendance. The city council may not take any action at workshop sessions, as defined under Washington’s Open Public Meetings Act, Chapter 42.30 RCW, as now existing or hereafter amended or recodified. [Ord.
