PURPOSE AND INTENT

5.04.010 Purpose and Intent.
A. It is the purpose of this title to control hazards to the physical and mental health of the public caused by animals, and to prevent cruelty to animals, by establishing standards of control.
B. It is the specific intent of this title to place the obligation of complying with its requirements upon the owners and possessors of animals.
C. Nothing contained in this title is intended to be, nor shall be construed to create or form the basis for any liability on the part of the City or its officers, employees, or agents, for any injury or damage resulting from the failure of any person to comply with the terms of this title on the part of the City by its officers, employees or agents.
D. Animals used by law enforcement authorities to assist them in the carrying out of their duties shall be exempt from the provisions of this title.
