To provide public education and awareness regarding the importance of sanitary sewer service and waste water treatment in protecting public health and the Lake Stevens watershed, LSSD will be involved in annual community events and/or festivals sponsored either by the City of Lake Stevens, Chamber of Commerce, or other organizations. The District will include a line item for its participation under the “advertisement/promotion/public education” portion of the budget ensuring it is nominal in comparison to the budget.
Participation will be determined by the “educational purpose” of the event and what the community will gain from the participation by the LSSD. LSSD will provide educational materials, videos, and giveaways that increase awareness of the District and website which includes additional informative and educational facts regarding the importance of the LSSD system in protecting the water quality of Lake Stevens, the Snohomish River and Puget Sound.
Employees will be paid when involved with the educational format of the event and when staffing the booth for LSSD; if there is other noneducational involvement, no wages will be paid. Employees are not required to take part in the educational/public outreach events and they will not be subject to any adverse employment action if they do not attend. In those situations where employees are strictly volunteering in support of an event and they are not providing education or outreach to the public regarding LSSD service, no wages will be paid. But if the LSSD requires the employees to take part in a public education/outreach event, wages will be paid.
Examples of festivals and/or community events where LSSD may provide education and public outreach include but are not limited to the following: Aquafest, Lake Stevens health and safety fair, and Lake Stevens business expo. [Res. 854 § 1 (Exh. A), 2011; Res. 834 § 1 (Exh. A), 2010.]
