2.22.010 Created.
There are created the departments of finance, community development and public works. [Ord. 1665 § 1 (Exh. A), 2022.]
2.22.020 Appointment.
The mayor or his designee is hereby authorized to appoint a finance director, community development director, and public works director. [Ord. 1665 § 1 (Exh. A), 2022.]
2.22.030 Duties.
A. Finance Department. The finance department, under the direction of the finance director, in general shall direct and administer licensing and taxation; all finance functions including financial and utility reporting, budget, and cash and investment management including debt financing. Any reference in the code to city treasurer shall be deemed amended and revised to refer to the finance director. References to city clerk-treasurer shall refer to the finance director only to the extent of the duties of that position set out in this section. Any bond required for the finance director for the performance of duties may be satisfied by a blanket bond as set out in Chapter 2.12 LMC.
B. Community Development Department. The community development department, under the direction of the community development director, in general shall be responsible for land use planning, development, permits, building inspections, enforcement, redevelopment and neighborhood improvement, and business and economic development. No bond shall be required for this position.
C. Public Works Department. The public works department, under the direction of the public works director, in general shall be responsible for engineering and utility operations of water, sewer, stormwater, and solid waste; transportation planning and street/sidewalk/parking maintenance; parks planning and maintenance; and facilities maintenance. 2.22.040 Removal.
The mayor or his designee shall have the power of removal of the finance director, community development director, and public works director subject to any applicable law, rule, or regulation relating to civil service. [Ord. 1665 § 1 (Exh. A), 2022.]
