11.63.010 Purpose of chapter.

The city owns, operates and maintains a senior citizens center for the use and recreation of citizens 55 years of age and older. By reason of the natural process of aging, some people, particularly senior citizens, develop difficulty in walking long distances, or in avoiding small hazards that would be insignificant to younger people during the course of walking. Therefore, the city owns and maintains off-street parking facilities for the parking of motor vehicles nearby or adjacent to the senior citizens center for the exclusive use of senior citizens while they are engaged in activities within the senior citizens center. (Ord. 2475 § 1, 1991).

11.63.020 Permit required.

It is a parking infraction to park a motor vehicle on any day in those parking spaces marked as reserved for seniors in Lot 10, Block 88, Plat of Longview No. 2, Cowlitz County, Washington, unless such vehicle displays a permit to do so. Any motor vehicle so parked shall be subject to impoundment. (Ord. 2819 § 6, 2001; Ord. 2475 § 1, 1991).

11.63.030 Signs to be posted.

Signs, as required by RCW 46.55.070, shall be posted, advising that motor vehicles parked in such off-street parking facilities without a properly displayed parking permit shall be subject to impoundment. (Ord. 2475 § 1, 1991).

11.63.040 Parking permits, issuance and display.

Parking permits may be issued, without cost, by the director of parks and recreation of the city, and such permits must be displayed in the left rear window of the vehicle identified in such parking permits. (Ord. 2475 § 1, 1991).

11.63.050 Impoundment – Registered tow truck operator.

The city manager is authorized to enter into contracts with a registered tow truck operator or operators for the purpose of effecting impoundment of vehicles as provided in this chapter, and in Chapter 46.55 RCW. (Ord. 2475 § 1, 1991).

11.63.060 Impoundment.

The director of parks and recreation of the city, or his designee, shall have authority to order the impoundment of vehicles parked in violation of this chapter. Impounding shall occur only upon a signed authorization for such impoundment identifying the vehicle to be impounded, specifying the time and place of impoundment and delivered to the registered tow truck operator prior to impoundment. Copies of such authorization shall be maintained in the finance department of the city and in the office of the parks and recreation department of the city. (Ord. 2475 § 1, 1991).
