2.16.010 Qualifications.

The newspaper chosen by the city by and as its legal official newspaper shall meet the following qualifications:

(a)    It shall be designated a legal newspaper by and for the purposes of publication of notices required by the superior court of the state of Washington in and for the county of Grays Harbor.

(b)    It shall have general circulation within the corporate limits of the city.

(c)    It shall be published no less frequently than weekly.

(d)    Its offices and/or staff shall be reasonably available to the office of the clerk-controller for purposes of insertion of the official notices and publications of the city. (Ord. 1187 §1, 1983).

2.16.020 Annual designation.

The city council shall, on an annual basis, designate the official newspaper of the city of Montesano. That designation shall continue for a period of twelve months commencing with the first day of the month following the month in which the designation is made; provided, that, the city council may, in its discretion, revoke such designation when and if it is deemed necessary and appropriate within the sole discretion of the city council. The designation shall be made by the council in the month of December of each year; in the event that a designation is not made in the month of December, the newspaper previously so designated shall continue to be deemed the city's official legal newspaper until a successor designation is made by the council. 2.16.030 Bidding when--Procedure.

In the event that the laws of the state of Washington or in the event that the city council deems it necessary and appropriate, the council may request the submission of bids for publication of the city's official publications and the council shall have the right and authority to establish as additional qualifications and specifications as it deems necessary and appropriate from time to time. The bid shall be awarded to the bidder determined by the city council to be the lowest and best responsible submittee, taking into consideration such factors as the council deems necessary and appropriate including, but not limited to, degree of circulation of the submittee within the corporation limits of the city.
