17.39.010 Intent.
The intent of this chapter is to provide areas within the community for mobile homes on rented or leased lots for residential purposes. It is further the intent of this district to stabilize and protect the residential character of the area and to promote a better living environment through high quality property development standards. (Ord. 2352, 1989).
17.39.020 Mobile homes subject to chapter regulations.
For purposes of this chapter, mobile homes shall be considered permanent dwelling units and as such shall be subject to the regulations set out in this chapter, which are intended to protect the health, safety and general welfare of the inhabitants of such mobile homes and the general public. (Ord. 2352, 1989).
17.39.030 Permitted uses.
Permitted uses in the MHP district are:
A. Mobile home parks; and
B. Parks and playgrounds. (Ord. 3429 § 86, 2008).
17.39.040 Site area.
The minimum site for a mobile home park shall be five acres. (Ord. 2352, 1989).
17.39.050 Mobile homes – Number permitted per gross acre.
No more than eight double-width or 10 single-width mobile homes may be located on any one acre of ground. (Ord. 2352, 1989).
17.39.060 Utility facilities.
Mobile home parks shall be completely and adequately served by city utilities. (Ord. 2352, 1989).
17.39.070 Mobile homes – Lot requirements.
A. Each mobile home site shall have a minimum width, measured at right angles to the side lines, which accommodate individual mobile homes as follows:

B. Each mobile home site shall have a minimum depth of 90 feet. (Ord. 2352, 1989).
17.39.080 Mobile homes – Accessory buildings and structures.
Buildings and structures accessory to individual mobile homes shall be allowed; provided, at least 50 percent of the space or lot shall be open space. An accessory roof or awning may be attached to a mobile home and shall be considered a part thereof. The automobile parking space, which is not computed in the space or lot area, may be covered with a carport. The materials used for accessory roofs, awnings or carports shall make use of materials similar to those used in the mobile home unit. (Ord. 2352, 1989).
17.39.090 Mobile home park streets.
Mobile home park streets shall be provided in such a pattern as to provide convenient traffic circulation, including fire and other equipment responding to emergencies, within the mobile home park. They shall be built to the following standards:
A. There shall be no more than one ingress and egress from each public street bordering the park.
B. The width of all mobile home park private streets shall be not less than 34 feet, including curbs.
C. There shall be concrete curb and gutter constructed to city standard specifications installed on each side of all private streets.
D. The mobile home park private streets, curbs and gutters, and lighting shall be installed in accordance with standards established by the city engineer.
E. Minimum radii on private street curves shall be no less than 45 feet.
F. Each mobile home space shall have access from an interior private street. (Ord. 2352, 1989).
17.39.100 Mobile homes – Setback requirements.
A. No mobile home shall occupy any front, side or rear yards of any mobile home site with the specified setbacks established by this section:

B. Where any accessory structures or attachments to a mobile home are used (carports, porches, storage cabinets, awnings, etc.) a minimum of five feet will be required between any such structure and the side lot line. (Ord. 2352, 1989).
17.39.110 Perimeter screening.
There shall be, on all sides of the park, sight-obscuring screening consisting of a fence or landscaping. In addition, a greenbelt at least 30 feet in width shall be located along the boundaries of all mobile home parks. (Ord. 2352, 1989).
17.39.120 Common open space.
A minimum of 15 percent of the site area, excluding the area for perimeter screening, shall be common open space which contains trees and other vegetation in a natural state, new landscaping and/or recreational amenities. (Ord. 2352, 1989).
17.39.130 Electrical distribution and telephone service systems.
Electrical distribution and telephone service systems and other utilities to each space or lot shall be underground except for outlets and risers at each space or lot. (Ord. 2352, 1989).
17.39.140 Other requirements.
A. Each mobile home unit shall have access to an enclosed storage space having 360 cubic feet or more. Outside storage of materials or equipment shall not be permitted.
B. Each mobile home unit shall be provided with skirting from the bottom of the walls to the ground, made of material similar to that used on the mobile home unit.
C. Additions to mobile home units shall make use of materials similar to the original design.
D. Jointly used refuse containers shall be screened by a wall, sight-obscuring fence or dense planting.
E. A recreational vehicle and boat storage area shall be provided at the minimum ratio of 50 square feet of land for each mobile home space.
F. The area which the mobile home actually covers shall be adequately surfaced and drained. (Ord. 2352, 1989).
17.39.150 Site plan required – Contents – Approval authority.
A complete and detailed site plan shall be submitted to the hearing examiner for recommendation to the city council. The plan shall show the locations and dimensions of all contemplated buildings, structures, spaces, driveways and roads, recreational areas and other information that the hearing examiner may require to more adequately judge whether the proposed park meets all the conditions. Upon approval, the site plan shall be recorded. Any substantial changes shall be brought back before the hearing examiner and city council for approval. A landscaping plan shall also be submitted as part of the initial submittal. (Ord. 3429 § 87, 2008).
17.39.160 Electrical and plumbing installations.
All electrical and plumbing installations, alterations and repairs shall be made in accordance with all applicable city and state regulations. (Ord. 2352, 1989).
17.39.170 Health department regulations.
All mobile home parks shall meet the health department regulations and any other applicable laws. (Ord. 2352, 1989).
17.39.180 Landscaping.
Landscaping shall be required pursuant to the terms of Chapter 17.93 MVMC. (Ord. 2765 § 4, 1996; Ord. 2352, 1989).
17.39.190 Parking.
One off-street parking space per each mobile home space shall be provided. However, this space shall not be located in the required front yard. In addition, one additional off-street parking space for every six mobile home spaces or any portion thereof, shall be required. The surface of each parking space shall be asphaltic concrete or cement. (Ord. 2352, 1989).
17.39.200 Signs.
The requirements for signs shall be in accordance with the regulations in Chapter 17.87 MVMC. (Ord. 2765 § 5, 1996; Ord. 2352, 1989).
17.39.210 Site plan review.
All developments in this district shall be subject to a site plan review as provided in Chapter 17.90 MVMC. (Ord. 2765 § 6, 1996; Ord. 2352, 1989).
