STATEMENT OF PURPOSE

17.04.010 Purpose.
The purpose of this zoning title is to establish a meaningful tool by which the legislative body of the city may interpret and pursue the goals and objectives of the community, first as they were expressed in a city survey and as later defined within the text of the comprehensive plan. The intent of this title is carried out through the regulation of land uses, not to the end of arbitrarily excluding or promoting any particular social, physical or economic activity, but by accommodating and directing those uses which further the purposes and ideals of the city and those which promote the public health, safety and general welfare of all the city’s residents. In consonance with these objectives this title also becomes a part of the overall legislative process of the city and thereby takes on the goals ascribed to that function of fairness in decision-making and expeditiousness in hearing and arbitrations.
