12.04.010 Definitions generally.
Unless the context specifically indicates otherwise, the meaning of terms used in this title shall be as follows in this chapter. (Ord. 168 § 1, 1965).
12.04.020 ASTM specifications.
All references to the form “ASTM” mean the standard specifications or methods of the American Society for Testing Materials of the serial designation indicated by the number and, unless otherwise stated, refer to the latest adopted revision of said specification or method. (Ord. 168 § 1(A), 1965).
12.04.030 BOD.
“BOD” (denoting biochemical oxygen demand) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under a standard laboratory procedure in five days at 20 degrees centigrade expressed in parts per million by weight. (Ord. 168 § 1(B), 1965).
12.04.040 Building drain.
“Building drain” means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building or property and conveys it to the sewer, beginning 30 inches outside the outer foundation wall of the building. 12.04.050 City superintendent.
“City superintendent” means the representative of the city designated by the manager to administer the provisions of this title. (Ord. 168 § 1(E), 1965).
12.04.060 Connection charge.
“Connection charge” means the fee levied by the city to cover the cost of construction, inspection and administration costs relating to installation of the service connection to the property which is to be serviced. (Ord. 168 § 1(F), 1965).
12.04.070 Garbage.
“Garbage” means solid organic wastes from the preparation, cooking, and dispensing of food, produce or organic matters and from the handling, storage, and sale thereof. (Ord. 168 § 1(G), 1965).
12.04.080 Industrial wastes.
“Industrial wastes” mean the liquid wastes from industrial processes as distinct from those derived from private or business structures. (Ord. 168 § 1(I), 1965).
12.04.090 Natural outlet.
“Natural outlet” means any outlet into a watercourse, pond, ditch, lake, or other body of surface or groundwater. (Ord. 168 § 1(J), 1965).
12.04.100 Official notice.
“Official notice” means written notice deposited in the U.S. Post Office, postage paid, addressed to the owner at the address shown on the city treasurer’s rolls. (Ord. 168 § 1(W), 1965).
12.04.110 Owner or user.
“Owner” or “user” includes the owner of the land or building served or any occupant or user thereof providing sewage or wastes, together with agents, servants or invitees of such owner or user. (Ord. 168 § 1(X), 1965).
12.04.120 Person.
“Person” means any individual, firm, company, association, society, corporation, or group. (Ord. 168 § 1(K), 1965).
12.04.130 pH.
“pH” means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution. (Ord. 168 § 1(L), 1965).
12.04.140 Properly shredded garbage.
“Properly shredded garbage means that garbage which has been shredded to such degree that all particles will be carried freely under the flow and conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension. (Ord. 168 § 1(H), 1965).
12.04.150 Service connection.
“Service connection” means that portion of a connection to a public sewer which has been constructed from the property line to a public sewer lateral or main when the same is within a street, or from the lateral or main to the point of the side sewer connection within an easement, for the sole purpose of providing a connection between the public sewer and the side sewer. (Ord. 168 § 1(N), 1965).
12.04.160 Sewage.
“Sewage” means a combination of the water carried wastes, from residential, business, public and industrial establishments, and includes such ground, surface, and storm waters as may be present therein. (Ord. 168 § 1(Q), 1965).
12.04.170 Sewage, sanitary.
“Sanitary sewage” means sewage derived from animal and industrial wastes and to which storm, surface, and ground water are not intentionally admitted. (Ord. 168 § 1(T), 1965).
12.04.180 Sewage treatment plant.
“Sewage treatment plant” means those facilities, devices and structures used for treating sewage. (Ord. 168 § 1(P), 1965).
12.04.190 Sewage works.
“Sewage works” mean all facilities for collecting, pumping, treating, and disposing of sewage. (Ord. 168 § 1(O), 1965).
12.04.200 Sewer.
“Sewer” means a pipe or conduit for carrying sewage. (Ord. 168 § 1(R), 1965).
12.04.210 Sewer, public.
“Public sewer” means a sewer which is operated by public authority or is operated for public service. (Ord. 168 § 1(S), 1965).
12.04.220 Sewer, side.
“Side sewer” and “building sewer” mean the extension from the building drain to the property line or right-of-way line, or to the public sewer located within an easement. (Ord. 168 § 1(D), 1965).
12.04.230 Sewer, storm.
“Storm sewer” or “storm drain” means a sewer which is installed to carry storm and surface waters and drainage, but excludes sewage and polluted industrial wastes. (Ord. 168 § 1(U), 1965).
12.04.240 Suspended solids.
“Suspended solids” mean solids that either float on the surface or, are in suspension in water, sewage, or other liquids; and which are removable by the laboratory filtering. (Ord. 168 § 1(N), 1965).
12.04.250 Watercourse.
“Watercourse” means a channel in which a flow of water occurs, either continuously or intermittently. (Ord. 168 § 1(V), 1965).
