18.23.010 Purpose.
The purpose of this chapter is to ensure that remodels, expansions, development, and new construction within the First Avenue South corridor respect community design expectations and are built in a manner that furthers the goals and objectives of the comprehensive plan and Manhattan Village subarea plan. 18.23.020 Design review applicability.
Design review permits shall be required for all development as defined in NPMC 18.08.040 in RM-2400, RM-1800, NC, and MU zoning designations. (Ord. 888 § 2 (Exh. A), 2012).
18.23.030 Application requirements.
Design review permit applicants shall submit the following material for review:
(1) Site plan that shall include the location and amount of TDRs used, if applicable.
(2) Conceptual landscape plan.
(3) Building elevations.
(4) Perspective rendering.
(5) Materials palette of sufficient detail and quality to represent accurately the materials, colors and textures to be used.
(6) Other images, drawings, or narratives of sufficient detail to show compliance with the Chapter 18.100 NPMC design standards and guidelines, Manhattan Village subarea plan, and Normandy Park comprehensive plan. (Ord. 888 § 2 (Exh. A), 2012).
18.23.040 Review and approval process – Tier 1.
(1) Those projects up to 45 feet in height in the RM zones and up to 65 feet in height in the NC zone shall be subject to Tier 1 design review.
(2) Tier 1 projects are administrative and may be approved, approved with conditions, or denied by the city manager or designee. The city manager or designee shall base their decision to approve or approve with conditions on the following findings:
(a) The project’s design furthers the goals and objectives of the adopted city of Normandy Park comprehensive plan and is consistent with the Manhattan Village subarea plan and integrated environmental impact statement, if appropriate.
(b) The project’s design is consistent with applicable zoning standards and other applicable local ordinances.
(c) The project’s design complies with applicable design standards and guidelines.
(3) At its discretion, the city manager or designee may request assistance of a qualified design professional to review project applications and otherwise consult on the review process. Cost for these services shall be as established in the city’s fee schedule.
(4) The city manager or designee shall issue its decision in writing. (Ord. 888 § 2 (Exh. A), 2012).
18.23.050 Review and approval process – Tier 2.
(1) Those projects greater than 65 feet in height shall be subject to Tier 2 design review.
(2) At its discretion, the city manager or designee may request assistance of a qualified design professional to review project applications and otherwise consult on the review process. Cost for these services shall be as established in the city’s fee schedule.
(3) The planning commission shall have and exercise original jurisdiction in acting to approve or approve with conditions design review permits after a public hearing. The planning commission shall base its decision to approve or approve with conditions on the following findings:
(a) The project’s design furthers the goals and objectives of the adopted city of Normandy Park comprehensive plan and is consistent with the Manhattan Village subarea plan and integrated environmental impact statement, if appropriate.
(b) The project’s design is consistent with applicable zoning standards and other applicable local ordinances.
(c) The project’s design complies with applicable design standards and guidelines.
(4) The planning commission shall issue its decision in writing.
(5) Specifics of the application and conditions for design review permits shall be in accordance with standards, guidelines and application requirements in this title and as adopted by city council. (Ord. 888 § 2 (Exh. A), 2012).
18.23.060 Appeals.
Staff and planning commission decisions under this chapter may be appealed to the hearing examiner as provided in Chapter 18.150 NPMC. (Ord. 924 § 2(J), 2015; Ord. 888 § 2 (Exh. A), 2012).
