BUSINESS AND ECONOMIC
DEVELOPMENT COMMISSION

2.30.010 Created.
There is hereby created a North Bend citizen advisory group to be called the business and economic development commission. The purpose of the commission is to provide recommendations to the city council for North Bend’s economic growth and development, based upon specific work plans or projects as assigned by the city council. 2.30.020 Membership.
A. Number of Members. The commission shall consist of five members selected as follows: (1) at least two members shall be city residents; and (2) at least two members shall work for or have an ownership interest in a business located within the city but are not required to be city residents.
B. Term. The members shall be appointed for staggered terms of four years. Therefore, for members appointed in 2016, two members shall be appointed for terms expiring December 31, 2019, or until their successors are duly appointed and confirmed, and two members shall be appointed for terms expiring December 31, 2020, or until their successors are duly appointed and confirmed. Subsequent appointments for full terms shall begin as of January 1st and shall be for four-year terms, or until their successors are duly appointed and confirmed.
C. Appointment. Members of the commission shall be appointed by the mayor and confirmed by the council. All members shall be selected without respect to political affiliation and shall serve without compensation.
D. Removal. Members shall be removed upon the recommendation of the mayor and confirmed by a majority vote of the entire city council for neglect of duty, conflict of interest, malfeasance in office or other just cause, including unexcused absence for three consecutive regular meetings. The decision of the city council shall be final and there shall be no appeal therefrom.
E. Vacancies. Vacancies occurring other than through the expiration of the term shall be filled for the unexpired term in the same manner as for appointments as provided in this chapter. (Ord. 1716 § 1, 2020: Ord. 1599 § 1, 2016: Ord. 1582 § 1 (part), 2016: Ord. 987 § 2, 1996).
2.30.030 Meetings.
A. The commission shall meet as necessary to complete those special projects or tasks assigned to the commission by the city council. The commission shall elect from among its members a chair who shall preside at all meetings and a vice chair who shall preside in the absence of the chair; provided, however, that the council member shall serve as chair of the commission for the first official meeting of the commission, or until a successor is duly elected. A majority of the commission members shall constitute a quorum for the transaction of business and a majority vote of those present shall be necessary to carry any motion.
B. The commission shall adopt such rules and regulations as are necessary to conduct its business.
C. The commission shall keep a written record of its proceedings which shall be a public record. (Ord. 1582 § 1 (part), 2016: Ord. 987 § 3, 1996).
2.30.040 Duties and responsibilities.
The commission shall be an advisory body to the administration and the city council and be responsible for providing information and recommendations pertaining to economic growth and development. Duties of the commission shall include:
A. Reviewing and making recommendations relating to specific economic development projects and tasks as assigned to the commission by the city council.
B. Reviewing and making recommendations relating to the economic development chapter of the North Bend comprehensive plan and economic development programs and priorities.
C. Such other and future duties as assigned by the city council. (Ord. 1582 § 1 (part), 2016: Ord. 987 § 4, 1996).
