FRESH WATERWAYS ADVISORY BOARD

2.61.010 Definitions.
Words used shall have the following meanings:
A. “Board” means fresh waterways advisory board.
B. “Fresh waterways” means the open freshwater lakes and canals within the corporate limits of the city.

2.61.020 Creation of fresh waterways advisory board.
There is hereby created a fresh waterways advisory board, whose mission shall be to act in an advisory capacity to the Ocean Shores city council, the mayor and professional staff of the public works and police departments in the areas of fresh waterways administration and maintenance. Said board shall consist of seven members, who shall be appointed by the mayor, with the consent of the city council, from citizens of recognized fitness for such positions and who reside in this city. No member of the board shall receive any compensation for his/her services. (Ord. 955 § 1, 2015: Ord. 892 § 1 (part), 2011)
2.61.030 Terms of members—Filling vacancies.
The first members appointed shall determine by lot whose term shall expire in one, two, and three years respectively, and their terms shall begin after their appointment has been approved by the city council and upon taking the usual oath of qualification. Their terms of office, except the first, shall begin on the seventh day of February 2011 and at the expiration of each member’s term, the mayor shall appoint, with the consent of the council, one member for a three-year term. Members of the board may be removed at any time by the mayor, and the vacancies for the remainder of unexpired terms shall be filled in the same manner in which original appointments are made. 2.61.040 Officers of the board, meetings, quorum.
Immediately after their appointment, members of the board shall meet and organize by election from members of the board, a president, a secretary, and such other officers as may be necessary. It shall be the duty of the president to preside at all meetings of the board and of the secretary to keep minutes of all meetings of all proceedings of the board. A majority of the board shall constitute a quorum for the transaction of business, and affirmative votes of a majority of a quorum shall be necessary to carry any proposition. A meeting of the board shall be held at least once a month. Board meetings shall be open to the public. (Ord. 892 § 1 (part), 2011)
2.61.050 Duties of the board.
The board shall advise the mayor, the city council, and city staff as appropriate, regarding the administration and maintenance of the city’s fresh waterways. The board shall work with the assistance of and in cooperation with the public works and police departments. (Ord. 892 § 1 (part), 2011)
