2.38.010 Purpose.

The city council finds that trees have substantial positive benefits, such as improving the environmental, economic, social, and aesthetic well-being of the community, and therefore proposes to establish a tree board for the purpose of advising the city with regard to planting, maintenance, and removal of trees in the public rights-of-way and on city-owned property, including such trees as may affect said property. (Ord. 860 § 1, 1998)

2.38.020 Established.

There is hereby established an Okanogan tree board to consist of a minimum of three members to be appointed by the mayor. The chairman of the council parks committee, or designated representative of said committee, shall serve as a member of the tree board and the board may consist of any number of interested citizens including representatives of the city planning commission, the business community, the Okanogan school district, electrical utilities, and neighborhoods. The tree board may join and collaborate with a similar tree board of the city of Omak, Washington, with members appointed by the mayor of the city of Omak, and this joint board shall have the same responsibilities and authority as provided to the Okanogan tree board by this chapter with regard to matters of joint concern to the cities. 2.38.030 Powers and duties.

The Okanogan tree board shall have the following powers and duties:

A. To develop a written plan and make recommendations for the care, preservation, planting, removal, enhancement, and disposition of trees and shrubs in parks, public rights-of-way, and other public property;

B. To develop information and procedures to encourage preservation, protection, and enhancement of existing trees and shrubs on public property as well as additional planting or trees and shrubs on public property; and to provide public information to the citizens of Okanogan to encourage property management and enhancement of trees on private property within the city;

C. To make comments and recommendations regarding plans and/or development proposals which affect trees or which may include the planting of trees and shrubs on city property, including city rights-of-way and parks. The tree board shall provide recommendations and comments to municipal authorities responsible for making final decisions regarding the adoption and/or implementation of such plans or proposals;

D. To perform such other tasks as may from time to time be directed by the mayor and/or city council. (Ord. 860 § 1, 1998)
