2.52.010 State policies and procedures adopted.
That certain statement of policies and procedures, entitled “Reporting Improper Governmental Action and Protecting Employees Against Retaliation,” attached as “Attachment A” to the ordinance codified in this chapter, shall be and is hereby adopted and incorporated herein as if fully set forth. (Ord. 792 § 1, 1994)
2.52.020 Posting of policies and procedures.
A copy of the statement of policies and procedures, entitled “Reporting Improper Governmental Action and Protecting Employees Against Retaliation” shall be posted on the premises of the city shop and City Hall for employees. (Ord. 792 § 2, 1994)
2.52.030 Confidentiality.
The identity of any and all employees reporting improper governmental acts and/or retaliatory action as provided for in this chapter shall be kept confidential to the extent possible under the law, unless the employee authorizes disclosure of his/her identity in writing. (Ord. 792 § 3, 1994)
2.52.040 Financing costs of administrative hearings.
A. The city shall contribute to the costs of administrative hearings required to enforce the terms and provisions of this chapter, and of the statement of policies and procedures entitled, “Reporting Improper Governmental Action and Protecting Employees Against Retaliation” adopted hereby, through a surcharge to be added to the city’s audit by the Washington State Auditor’s Office. Initially this amount shall be at the rate of $0.10 per hour of auditing time, and after June 30, 1996, the rate for this surcharge shall be based on the amount collected and deposited into this fund and the remaining funds available.
B. Payment of this surcharge shall entitle the city of Okanogan to the first 24 hours of costs associated with the hearing review in each case. Any additional costs shall be determined by the administrative law judge at the time of the hearing. (Ord. 792 § 4, 1994)
2.52.050 Providing information to city employees.
The city of Okanogan, upon adoption of the ordinance codified in this chapter, shall provide a copy of this chapter and the policies and procedures adopted hereby, entitled “Reporting Improper Governmental Action and Protecting Employees Against Retaliation” to all city employees, shall post a copy of this chapter and policies and procedures aforementioned at City Hall and at the city shop, and shall include a copy of this chapter and the policies and procedures hereby adopted as an appendix in the city personnel policies and procedures manual. This chapter and its attachments shall also be added to the list of materials received and understood, as initialed by item and signed in total, by all new city employees hence forth.
