9.22.010 Authority and purpose.
These rules are adopted pursuant to Chapter 70.107 RCW, the Noise Control Act, and Chapter 173-60 WAC, in order to establish maximum noise levels permissible in identified environments, and thereby to provide use standards relating to the reception of noise within such environments. Vessels, as defined by RCW 88.12.010(21) and regulated for noise under Chapter 88.12 RCW, Regulations of Recreational Vessels, shall be exempt from this chapter. (Ord. 908 § 2, 2001)
9.22.020 Definitions.
WAC 173-60-020, as it exists or is hereafter amended, is adopted by reference. (Ord. 908 § 2, 2001)
9.22.030 Identification of environments.
A. General. The means of establishing such environments shall be as provided in WAC 173-60-030, taking into consideration the present, future, and historic usage, as well as the usage of adjacent and other lands in the vicinity.
B. Specified.
1. The lands described by the official zoning map of the city of Okanogan denoted as within the I-2 district, as it exists or is hereafter amended, are hereby designated within the Class C EDNA.
2. The lands described by the official zoning map of the city of Okanogan denoted as within the HB overlay district as it exists or is hereafter amended are hereby designated within the Class A EDNA. (Ord. 961 § 2, 2003; Ord. 908 § 2, 2001)
9.22.040 Maximum permissible environmental noise levels.
WAC 173-60-040, as it exists or is hereafter amended, is adopted by reference. All noise contrary to such levels is declared a public nuisance and subject to abatement. (Ord. 908 § 2, 2001)

9.22.070 Coordination with state enforcement actions.
To the maximum possible extent, noise is a local issue and shall be abated by means of normal city of Okanogan nuisance abatement procedures. (Ord. 908 § 2, 2001)
