ANNUAL PERMIT FEES

16.01.010 Established.

A charge will be assessed for all categories listed below and such fee will be set by resolution of the city council.

(a)    (1) Aerosol Production. To store or handle an aggregate quantity of Level 2 or Level 3 aerosol products in excess of five hundred pounds (226.8kg) net weight.

(2)    Aircraft Refueling Vehicles. To operate aircraft refueling vehicles.

(3)    Aircraft Repair Hangar. To use any structure as an aircraft hangar for the purpose of servicing or repairing aircraft.

(4)    Asbestos Removal. To conduct asbestos removal-operations regulated.

(5)    Assembly. See "Places of Assembly."

(6)    Automobile Wrecking Yard. To operate an automobile wrecking yard.

(b)    (1) Battery System. To install or operate stationary lead-acid battery systems having a liquid capacity of more than one hundred gallons.

(2)    Bonfires or Rubbish Fires. To kindle or authorize the kindling or maintenance of bonfire or rubbish fires.

(3)    Bowling Pin or Alley Refinishing. To conduct a bowling pin refinishing or bowling alley resurfacing operation involving the use and application of flammable liquids or materials.

(4)    Burning in Public Place. To ignite or burn waste material on publicly owned or controlled land, bridge, street or other public place which has not been set aside by public authority for such purpose.

(c)    (1) Candles and Open Flames in Assembly Areas. To use open flames or candles in connection with assembly areas, dining areas of restaurants or drinking establishments.

(2)    Carnivals and Fairs. To conduct a carnival or fair.

(3)    Cellulose Nitrate Film. To store, handle, use or display cellulose nitrate film.

(4)    Nitrate Storage. To store or handle more than twenty-five pounds of cellulose nitrate plastic (proxylin) for the manufacturing or assembly of articles or parts of articles containing cellulose nitrate plastics.

(5)    Combustible Fiber Storage. To store or handle combustible fibers in quantities in excess of one hundred cubic feet.

(6)    Combustible Material Storage. To store more than two thousand five hundred cubic feet gross volume of combustible empty packing cases, boxes, barrels or similar containers, or rubber or cork, or other similarly combustible material.

(7)    Compressed Gases. To store, transport on site, dispense, use or handle at normal temperatures and pressures, gases in excess of the following amounts:

(8)    Commercial Rubbish-Handling Operation. To operate a commercial rubbish-handling operation.

(9)    Cryogens. Except where federal or state regulations apply, and except for fuel systems of a vehicle, permits are required to produce, store or handle cryogenic fluids in excess of the following amounts:

(d)    Dry Cleaning Plants. To engage in the business of dry cleaning or to change to a more hazardous cleaning solvent. Such permits shall prescribe the class of system to be used

(e)    Explosives or Blasting Agents. For permits for explosives or blasting agents.

(f)    (1) Fireworks. For permits for fireworks.

(2)    Flammable or Combustible Liquid Pipeline Operation and Excavation. To use or operate a pipeline for the transportation of flammable or combustible liquids or to excavate or do any work below grade within ten feet of any such pipeline.

(3)    Flammable or Combustible Liquids and Tanks.

(A)    To store, handle or use Class I liquids in excess of five gallons in a building or in excess of ten gallons outside of any building, except that a permit is not required for the following:

(i)    The storage or use of Class I liquids in the fuel tank of a motor vehicle, aircraft, motorboat, mobile power plant or mobile heating plant, unless such storage, in the opinion of the chief, would cause an unsafe condition;

(ii)    The storage or use of paints, oils, varnishes or similar flammable mixtures when such liquids are stored for maintenance, painting or similar purposes for a period of not more than thirty days;

(B)    To store, handle/use Class II or Class III-A liquids in excess of twenty-five gallons in a building or in excess of sixty gallons outside a building, except for fuel oil used in connection with oil-burning equipment;

(C)    To remove Class I or Class II liquids from an underground storage tank used for fueling motor vehicles by any means other than the approved, stationary on-site pumps normally used for dispensing purposes;

(D)    To install, alter or operate equipment in connection with the storage, handling, use or sale of flammable or combustible liquids regulated under Article 79, Uniform Fire Code;

(E)    To install, alter, remove, abandon, place temporarily out of service or otherwise dispose of any flammable or combustible liquid tank;

(F)    To change the type of contents stored in any flammable or combustible liquid tank to a material other than that for which the tank was designed and constructed.

(4)    Fumigation or Thermal Insecticide Fogging. To operate a business of fumigation or thermal insecticide fogging. Also to maintain a room, vault or chamber in which a toxic flammable fumigant is used.

(g)    Garages. To use any structure as a place of business for repairing motor vehicles.

(h)    (1) Hazardous Materials. To store, transport on site, dispense, use or handle hazardous materials in excess of the following amounts:

(2)    Highly Toxic Pesticides. See "Hazardous Materials."

(3)    High-piled Combustible Storage. To use any building or portion thereof exceeding two thousand five hundred square feet for the storage of high-piled combustible stock. A floor plan showing the dimensions and location of the stockpiles and aisles shall be submitted with applications for such permits.

(j)    Junkyards. To operate a wrecking yard, junk or waste material handling plant.

(l)    (1) Liquefied Petroleum (LP) Gases. Except for aggregate water capacity to install or maintain any LP gas contained or operate any tank vehicle which is used for the transportation of LP gas. Where a single container is over two thousand gallon water capacity or the aggregate capacity of containers is over four thousand gallon water capacity, the installer shall submit plans for such permits.

(2)    Liquid or Gas-Fueled Vehicles or Equipment in Assembly Buildings. To display, compete or demonstrate liquid or gas-fueled vehicles or equipment in assembly buildings.

(3)    Lumberyards. To store lumber in excess of one hundred thousand board feet.

(m)    (1) Magnesium Working. To melt, cast, heat, treat or grind more than ten pounds of magnesium per working day.

(2)    Mall, Covered. To use a covered mall in the following manner:

(A)    To place or construct temporary kiosks, display booths, concession equipment or the like in the mall;

(B)    To use the mall as a place of assembly;

(C)    To use open-flame or flame-producing devices;

(D)    To display any liquid or gas-fueled powered equipment;

(E)    To use liquefied petroleum gas, liquefied natural gas and compressed flammable gas.

(3)    Matches. To manufacture matches or to store matches exceeding an aggregate sixty matchman’s gross (fourteen thousand four hundred each gross).

(n)    Nitrate Film. See "cellulose nitrate film."

(o)    (1) Oil and Natural Gas Wells. To drill, own, operate or maintain an oil or natural gas well. Each oil and natural gas well permit shall be valid for the calendar year for which it is issued.

(2)    Open Burning. See "Bonfires."

(3)    Open-Flame Devices in Marinas. To use open-flame devices for maintenance or repair of boats, slips or wharves.

(4)    Organic Coatings. To manufacture more than one gallon of organic coatings in a working day.

(5)    Ovens, Industrial Baking or Drying. To operate an industrial baking or drying oven regulated by this code.

(p)    (1) Parade Floats. To use a parade float for public performance, presentation, spectacle, entertainment or parade.

(2)    Places of Assembly. To operate a place of assembly.

(3)    Portable Barbecue, Brazier or Cooking Device. To use a portable barbecue, brazier or cooking device on any commercial establishment balcony or roof.

(4)    Pyrotechnical Special Effects Material. For permits for pyrotechnical special effects materials.

(r)    (1) Radioactive Materials. To store or handle at any installation more than one microcurie of radioactive material not contained in a field source or more than one millicurie of radioactive material in a sealed source or sources, or any amount of radioactive material for which a specific license from the Nuclear Regulatory Commission is required.

(2)    Refrigeration Equipment. To install or operate mechanical refrigeration unit or system.

Exceptions: Air, water or brine system.

(s)    Spraying or Dipping. To operate a spraying or dipping enterprise utilizing flammable liquids.

(t)    (1) Tank Vehicles. To operate a tank vehicle for the transportation of flammable or combustible liquids.

(2)    Tents, Canopies and Temporary Membrane Air-Supported Structures. To erect or operate a tent or air-supported temporary membrane structure having an area in excess of two hundred square feet, or any canopy in excess of four hundred square feet, except for structures used exclusively for camping.

(3)    Tire Recapping. To operate tire recapping or rebuilding plants.

(4)    Tire Storage. To use an open area or portion thereof to store tires in excess of one thousand cubic feet (28.3 m3).

(w)    (1) Waste Material Handling Plant. To operate a waste material handling plant.

(2)    Welding and Cutting Operations. To conduct welding and/or cutting operations in any occupancy.

(3)    Wood Products. To store chips, logged material, lumber or plywood in excess of two hundred cubic feet (5.67 m3) (Ord. 1421 § 1, 1999: Ord. 1097 § 2, 1989).
