2.13.010 Office created.

There is created for the city of Othello the position of public works director. (Ord. 1035 § 1 (part), 2000).

2.13.020 Appointment and duties of director.

(a)    The mayor, or his/her designee, shall appoint the public works director and the public works director will report to the city administrator.

(b)    The public works director shall be responsible to the city administrator for the administration and field supervision within the public works department. (Ord. 1035 § 1 (part), 2000).

2.13.030 Powers and duties.

The public works department shall be responsible to the city administrator for effective administration of the public works department and shall have all the powers and perform such other duties as provided by state laws, this code, ordinances, resolutions and the direction of the city administrator. The public works department shall be responsible for the city infrastructure, including streets, water and sanitary system, storm water, parks and public works projects. Engineering services may be provided by consultant contracts entered into by the city if such costs are authorized by the city’s budget. (Ord. 1035 § 1 (part), 2000).

2.13.040 Qualifications.

A combination of education and experience that demonstrates considerable knowledge of methods and procedures for construction and maintenance of public infrastructure and personnel management; high skill in managing people, equipment and contracts to implement methods and procedures supporting operations and accomplishing projects. (Ord. 1035 § 1 (part), 2000).

2.13.050 Salary and benefits.

The public works director shall be considered a department head position and will be considered exempt from FLSA provisions. The salary and benefit levels shall be established by the city in its annual budget process. (Ord. 1035 § 1 (part), 2000).
