2.36.010 Police department civil service commission created.

(a)    Pursuant to the authority conferred upon the city by RCW 41.12.010, there is recreated and there shall exist a civil service system, which will have rules and/or regulations which substantially accomplish the purposes of state law concerning among other things but not limited to the selection, appointment, and employment of individuals in the police department of the city, except for the position of Police Chief, which is excluded by the authority contained in RCW 41.12.050.

(b)    The mayor shall designate a member of the paid staff of the city to serve as the secretary chief examiner of the commission and any person designated shall serve without additional compensation above the compensation provided for the position held with the city. 2.36.020 Police civil service commission—Appointment and terms.

The mayor of the city of Othello shall appoint three eligible Othello citizens to organize a civil service commission, for the purpose of substantially accomplishing the purpose of RCW Chapter 41.12 as respects the Othello police department. For the first term one member shall be appointed for two years, one member shall be appointed for a term of four years, and one member shall be appointed for a term of six years. 2.36.070 Fire department civil service commission created.

Pursuant to the authority conferred upon the city by RCW 41.08.010, there is recreated and there shall exist a civil service system, which will have rules and/or regulations which substantially accomplish the purpose of state law concerning among other things but not limited to the selection, appointment, and employment of individuals in the fire department of the city, except for the position of fire chief which is excluded by the authority contained in RCW 41.08.050. (Ord. 1055 § 1 (part), 2000: Ord. 351 § 1, 1967).

2.36.080 Fire department civil service commission—Appointment and terms.

The mayor of Othello shall forthwith appoint three eligible Othello citizens to organize a civil service commission, for the purpose of substantially accomplishing the purposes of RCW Chapter 41.08 as respects the Othello fire department. For the first term one member shall be appointed for two years, one member shall be appointed for a term of four years, and one member shall be appointed for a term of six years. (Ord. 1055 § 1 (part), 2000: Ord. 351 § 2, 1967).

2.36.100 Fire department civil service commission—Standards.

The mayor shall designate a member of the paid staff of the city to serve as the secretary chief examiner of the commission and any person designated shall serve without additional compensation above the compensation provided for the position held with the city. 2.36.110 Combined civil service boards and services.

(a)    To promote efficiency and to provide continuity of application of the rules of civil service rules applicable to both fire and police personnel, a combined civil service commission is created to administer all civil service systems created by this chapter. The persons appointed to serve on a combined civil service commission shall be deemed to be members of each separate commission described in this chapter to the extent such is necessary to carry out the duties of such commission. The terms of the commissioners of this combined civil service commission shall be for six years and shall be staggered as described above under each of the systems described. The terms of members of a combined civil service commission shall be deemed to run concurrently with an appointment to each of the separate commissions. The secretary chief examiner selected for a combined civil service commission shall be designated to the extent required by law as the secretary chief examiner of each of the separate civil service commissions described in this chapter.

(b)    The appointing authority for all positions subject to selection by civil service shall be the mayor. (Ord. 1055 § 3, 2000).
