SHARED LEAVE PROGRAM

2.75.010 Findings.
The council finds that: (a) city employees historically have joined together to help their fellow employees who suffer from an extraordinary or severe illness, injury, impairment, or physical or mental condition which prevents the individual from working and causes great economic and emotional distress to the employee and his or her family; and (b) these circumstances may be exacerbated because the affected employees use all their accrued sick leave and annual leave and are forced to take leave without pay or terminate their employment. Therefore, the council intends to provide for the establishment of a leave sharing program which complies with the requirements of Washington law prohibiting the gifting of public funds for private benefit. 2.75.020 Leave sharing program created.
(a) The city of Othello leave sharing program is created. The purpose of the program is to permit city employees, at no significantly increased cost to the city other than the administrative costs of administering the program, to come to the aid of a fellow city employee who is suffering from an extraordinary or severe illness, injury, impairment, or physical or mental condition which has caused or is likely to cause the employee to take leave without pay or terminate his or her employment.
(b) A shared leave program shall be provided for in the city of Othello personnel policy, as adopted and approved by the city council. (Ord. 1216 § 1, 2006: Ord. 1000 § 1 (part), 1997).
