9.08.010 State speed laws applicable.
The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city, except as this code, as authorized by state law, declares and determines upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it is unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this code when signs are in place giving notice thereof. 9.08.020 Speed limits.
(a) The following streets shall have a thirty-five-mile-per-hour speed limit:
(1) Broadway Avenue from Highway 24 to the northern city limit.
(2) Main Street from the established eastern city limits, west to three hundred feet east of Main Street/14th Avenue intersection.
(3) 14th Avenue beginning at Olympia Street north to Lee Street.
(4) 7th Avenue beginning at Olympia Street North to Lee Street.
(5) Lee Street from Broadway Avenue to 14th Avenue.
(6) 1st Avenue northbound from Columbia Street to Elm Street and southbound from Elm Street to two hundred feet south of Wahluke Street.
(b) The following street shall have a thirty-mile-per-hour speed limit:
(1) Main Street from the established western city limits, east to three hundred feet east of Main Street/14th Avenue intersection. (Ord. 1593 § 2, 2023).
9.08.050 Decrease of posted speed in construction zones.
(a) Authority. The public works director shall have the authority to order placement of a reduced speed limit to regulate speeds in construction zones on city roadways as part of an approved traffic control plan. A roadway construction zone is an area where construction, repair, or maintenance work is being conducted by public employees or private contractors, on or adjacent to any public roadway. In no case shall the reduced speed limit be less than that authorized under RCW 46.61.415.
(b) Regulation. No person may drive a vehicle in a roadway construction zone at a speed greater than the posted speed limit when signs are erected giving notice thereof.
(c) Penalty. A person found to have committed any infraction relating to speed restrictions in a roadway construction zone shall be assessed a monetary penalty equal to twice the penalty assessed under RCW 46.63.110. This penalty may not be waived, reduced or suspended. A person who drives a vehicle in a roadway construction zone in such a manner as to endanger or be likely to endanger any persons or property, who removes, evades or intentionally strikes a traffic safety or control device is guilty of reckless endangerment of roadway workers. A violation of this section is a gross misdemeanor punishable under Chapter 9A.20 RCW and includes both monetary penalties and the suspension of license or permit to drive or a nonresident driving privilege, for up to sixty days, of a person convicted of reckless endangerment of roadway workers.
