Whenever any application is processed under this title, and the director deems it necessary to retain professional consultants to assist in the processing, the applicant shall reimburse the city for the costs of the professional services. These professional services may include, but shall not be limited to, engineering, planning, legal, financial, accounting, and inspection services. The city shall require the applicant to deposit an amount to cover anticipated costs of retaining professional consultants. The deposit may include a nonrefundable base deposit for administrative costs. Fees and deposits shall be established by resolution. The city shall require additional deposits when the initial deposit is exhausted. Provided, however, if the city does not require a deposit, reimbursement for these services will still be required. Failure to timely pay fees under this section may result in the city holding approvals until the outstanding balance has been paid or in the city commencing collection action against the applicant.
