BUILDING PERMITS FOR MOBILE HOMES AND APPROVED MANUFACTURED HOMES

17.05.010 Definition.
“Mobile home” and “approved manufactured home” shall mean as defined in Chapter 20.04 PMC. (Ord. 1611 § 1, 2005; Ord. 697 § 1, 1978).
17.05.015 Where allowed.
Mobile homes (see definition) shall be allowed only in mobile home parks approved by conditional use permit. See PMC Title 16, Land Use and Environmental Procedures, for the permit process and PMC Title 20, Zoning, for which zones allow mobile home parks as a conditional use. Approved manufactured homes (see definition) shall be allowed wherever single-family residences are allowed. (Ord. 1611 § 1, 2005; Ord. 1505 § 6, 2001).
17.05.020 Application.
An application for the erection or placing of a mobile or approved manufactured home shall be made at the City Hall by the filing of a form provided for the same by the building official. The application shall then be submitted to the building official, and if the same meets the requirements of this chapter then a building permit shall be issued which will allow the applicant to place the mobile or approved manufactured home on his property as specified in the application. 17.05.030 Fee.
There shall be a fee for building permits as established by city resolution. (Ord. 1611 § 1, 2005; Ord. 1375 § 32, 1998; Ord. 1369 § 3, 1998; Ord. 826, 1981; Ord. 697 § 3, 1978).
17.05.040 Requirements of occupancy.
The building official, prior to final approval and permission to occupy, shall require the following:
A. The mobile or approved manufactured home must be properly certified by the United States Government, Department of Housing and Urban Development.
B. The foundation must be properly skirted or covered or an agreement must be executed by the owner that the same will be accomplished within 120 calendar days of occupancy.
C. The tongue and wheels must be removed.
D. The mobile or approved manufactured home must be secured to the foundation in a manner approved by the building official. (Ord. 1611 § 1, 2005; Ord. 1505 § 6, 2001; Ord. 697 § 4, 1978).
17.05.050 Structural regulations.
A. Mobile homes shall be installed and permanently anchored upon a permanent foundation, with a concrete spread footing under bearing points, conforming to the International Residential Code Section R403 or the manufacturer’s specifications. Adequate skirting per WAC 296-150M-0610, rodent control, drainage control, access, and clearance-to-grade shall be provided as outlined in the International Residential Code.
B. The axles, hitch and wheels shall be removed and the home shall be connected to water, sewer or septic tank, and electricity.
C. The state and/or HUD compliance seal shall be prominently displayed on the home. (Ord. 1611 § 1, 2005).
