6.12.010 Definitions.

A. “Person,” when used in this chapter, means any group of persons constituting a household living together on premises within the city.

B. “Premises,” when used in this chapter, means any lot or lots joining or contiguous, owned, occupied or rented by a person or persons constituting a household. [Ord. 198 §1, 1922].

6.12.020 Maximum number of livestock.

At least 10,000 square feet of fenced pasture area shall be required for each horse, cow, mule, and donkey, and at least 5,000 square feet of fenced pasture area for each sheep, goat, llama, or alpaca kept within the city of Palouse, except:

A. No additional area shall be required for each foal, calf, lamb, kid or cria less than six months old at its mother’s side; and

B. Sheep and/or goats may be kept on the grounds of the Palouse public school in conjunction with school activities or school-sanctioned activities in densities greater than 5,000 square feet of fenced pasture per sheep or goat, but only in accordance with a written agreement between the city and the school district, and subject to compliance with all applicable nuisance, health, odor, public safety and animal welfare provisions of this code. 6.12.030 Manure and litter receptacle – Required.

Each barn, stable, or pasture where livestock are kept or harbored shall have within, or immediately adjoining thereto, a fly-proof, covered bin, structure, or other receptacle for receiving and holding manure and litter accumulating between the times for removal from the premises. The receptacle shall be kept tightly covered at all times except when being filled or emptied and shall be emptied and cleaned regularly so as not to create a nuisance or a health, odor, or environmental hazard. 6.12.040 Care and treatment of livestock.

No owner or keeper of livestock within the city of Palouse shall:

A. Cause or permit any of the livestock to be malnourished;

B. Fail to provide reasonable and adequate shelter and care of the livestock; or

C. Abandon, abuse, or neglect the livestock. [Ord. 927 §3, 2014; Ord. 198 §4, 1922].

6.12.050 Yard drainage.

Repealed by Ord. 927. [Ord. 198 §5, 1922].

6.12.060 Fines and penalties.

Any person convicted of violating any provision of this chapter shall be assessed a fine of not less than $25.00, nor more than $500.00 per violation. No part of any such fine shall be suspended or deferred in any manner. [Ord. 927 §4, 2014].
