17.12.005 Definitions.
“RV”/“recreational vehicle” means a vehicular-type unit primarily designed for recreational camping or travel use that has its own motive power or is mounted on or towed by another vehicle. The units include travel trailers, fifth-wheel trailers, folding camping trailers, truck campers, and motor homes.
“RV park”/“recreational vehicle park” means a recreational park or portion thereof designed for exclusive occupancy by recreational vehicles. [Ord. 922 §1, 2014].
17.12.010 Purpose.
The purpose of this chapter is to ensure RV parks are developed to enhance the city of Palouse to include standard requirements for health, safety and general welfare of the community. RV parks shall be reviewed by conditional use permitting process in compliance with the board of adjustment. [Ord. 922 §1, 2014].
17.12.020 General requirements.
A. No RV park will be established to maintain a permanent place of abode.
B. Occupancy in an RV park shall be restricted to 29 days unless an extension of not more than 120 days is granted for reasonable cause. Application for an extension shall be made to the public works supervisor. If the extension is denied, the applicant may appeal to the city council at its next regularly scheduled meeting. The applicant shall have the right to continue occupancy pending appeal.
C. No external buildings will be permitted.
D. Must be hooked to city water and sewer.
E. All utilities will be below ground. [Ord. 922 §1, 2014].
17.12.030 Criteria for locating RV park.
A. RV parks will be prohibited in any residential zoned area.
B. RV parks may be allowed under conditional use permitted in commercial, light industrial and agricultural zones.
C. Parks shall have one direct entrance and one egress to a city street(s). [Ord. 922 §1, 2014].
17.12.040 Design standards.
A. Minimum site area: one acre.
B. Density shall not exceed 10 units per acre.
C. At least one parking space per unit.
D. Setbacks will be in compliance with R2 zone.
E. At least 75 percent of the sites shall have water, sewer and electricity.
F. A minimum of 15 percent of the park shall be set aside as green space. [Ord. 922 §1, 2014].
17.12.050 Park administration.
A. Owner will be responsible for development and maintenance of the park with strict conformity to their conditional use permit and all applicable laws and ordinances of the city.
B. Written management plan must be submitted for approval as part of the conditional use process.
C. Permit will be revoked if failure to comply within 30 days to board of adjustment requests. [Ord. 922 §1, 2014].
17.12.060 Application procedures.
A. Applications for conditional use permits must be in compliance with PMC 17.04.100(B);
B. Drawings of the site plan will be made at the owner’s expense in the number of two copies;
C. Legal description of the park;
D. Number, size and location of each site, parking, service building, recreation areas, signage;
E. Location of streets and if not paved dust control;
F. Location of utility lines and easements;
G. Specification of water supply, electricity and sewer hook-ups.
City retains the right to determine and maintain the fee schedule for the city-owned/operated RV parks. [Ord. 922 §1, 2014].
