2.06.015 Clerk/treasurer position established – Qualifications – Duties.

A. The current position of city clerk shall be combined with the vacant position of city treasurer such that there shall be established the appointive position of city clerk/treasurer with the following qualifications and duties.

B. The clerk/treasurer shall have the following qualifications:

1. Capable of working with the public at the counter and on the telephone.

2. Ability to fill out forms and receipts and make change.

3. Ability to pick up mail at post office and sort and distribute mail.

4. Have familiarity with use of computer and ability to use a common word processing program.

5. Capable of being bonded to that degree necessary to cover his or her control of city funds and of obtaining a notary appointment.

6. Ability to take and maintain minutes of meetings and hearings.

7. Have a keyboarding corrected speed of thirty WPM.

8. Ability to use mathematics and calculator to compute payroll and deductions, calculate claims, and verify invoices.

9. Capable of making written and oral reports to the council as to the state of fiscal affairs of the city and other areas of responsibility of the position.

10. Ability to follow the State of Washington budgeting and reporting rules and regulations, including making such reports and maintaining such records as required for audit and sound fiscal practice.

C. The clerk/treasurer shall have those duties specified by the following statutes:

1. Chapter 35A.33 RCW Budgets in Code Cities.

2. RCW 35A.08.020 Determining population.

3. RCW 35A.12.110 Council Meetings.

4. RCW 35A.12.130 Ordinances – Style – Requisites – Veto.

5. RCW 35A.12.150 Ordinances – Authentication and recording.

6. RCW 35A.12.170 Audit and allowance of demands against city.

7. Chapter 35A.14 RCW Annexation.

8. RCW 35A.21.110 Warrants – Interest rate – Payment.

9. RCW 35A.40.050 Fiscal – Investment of funds.

10. RCW 35A.42.010 City treasurer – Miscellaneous authority and duties.

11. RCW 35A.42.040 City clerks and controllers.

The clerk/treasurer shall also:

12. Execute all billing and collecting for utilities.

13. Keep a record of all bonds and investments.

14. Issue all licenses required by the city.

15. Maintain city cemetery records and conduct all activities required for cemetery sales of lots and other fees.

16. File all claims against other agencies for charges for services or reimbursement of funds.

17. Perform other such duties as may be required by statute, ordinance, or direction of the city council.

18. Administer the operation of the clerk/treasurer office, providing all clerical, fiscal, and supervisory services as required by statute, ordinance, city council, and Office of State Auditor. (Ord. 751 §1, 1997).
