All roads, streets, sidewalks, roadway facilities, and small cell facilities located within the right-of-way shall be designed and constructed in accordance with the “2019 City of Port Orchard Public Works Engineering Standards and Specification (PWESS),” three copies of which are on file with the city clerk.
