LODGING TAX ADVISORY COMMITTEE

2.14.010 Committee created.
There is hereby created a city of Puyallup lodging tax advisory committee. The word “committee” shall be deemed to mean the city of Puyallup lodging tax advisory committee whenever used in this chapter. (Ord. 3001 § 1, 2012).
2.14.020 Committee membership.
(1) The membership of the committee shall consist of seven members.
(2) One member shall be a council member.
(3) Three members shall be representatives of businesses required to collect tax under Chapter 67.28 RCW.
(4) Three members shall be persons involved in activities authorized to be funded by revenue received under Chapter 67.28 RCW.
(5) Persons who are eligible for appointment as representatives of businesses required to collect tax under Chapter 67.28 RCW are not eligible for appointment as persons involved in activities authorized to be funded by revenue received under Chapter 67.28 RCW. This restriction applies in the inverse as well.
(6) Members shall serve without compensation. (Ord. 3001 § 1, 2012).
2.14.030 Appointment of members – Terms.
(1) Members of the committee shall be appointed by the council. The council shall review the membership of the committee annually and make changes as appropriate.
(2) Members shall serve a full one-year term, or the remainder of an unexpired term, as the case may be.
(3) Each term that is unexpired at the time of adoption of this chapter shall be extended to expire at the end of the first Tuesday in March that follows the term’s currently scheduled expiration. Thereafter, the one-year term of a member shall commence on the first Wednesday in March and shall expire one year thereafter on the Tuesday immediately preceding the first Wednesday in March. 2.14.040 Resignation, removal and vacancy.
(1) A member resignation shall be made to the city council. A member resignation shall be deemed to occur upon the effective date of the resignation.
(2) Members may be removed prior to the expiration of their term by a majority vote of the city council.
(3) A committee position shall become vacant for the same reasons applicable to elective offices in Chapter 42.12 RCW and council positions in RCW 35A.12.060.
(4) Prior to a third consecutive absence, a member may request that the committee excuse one or more absences. The committee shall determine the validity of the request, and approve or deny the request.
(5) Vacant positions shall be filled by council appointment. (Ord. 3001 § 1, 2012).
2.14.050 Officers.
(1) The council member committee member shall serve as chair of the committee.
(2) The chairperson shall preside at meetings and shall rule on all points of procedure.
(3) If the office of the chairperson becomes vacant, the council shall appoint a council member replacement. (Ord. 3001 § 1, 2012).
2.14.060 Meetings.
(1) The committee shall hold meetings as necessary for the proper discharge of its duties. The committee may postpone or cancel a present or future committee meeting.
(2) Meetings of the committee shall be open and public pursuant to Chapter 42.30 RCW.
(3) A quorum for conducting business shall be a simple majority of the membership of the committee.
(4) Robert’s Rules of Order shall govern committee meetings, and the committee may adopt additional suitable rules of procedure.
(5) The public shall be notified of upcoming committee meetings and the preliminary agenda for each meeting. Such notice may include, but is not limited to, written notification to the city’s official newspaper, publication of a notice in the official newspaper, posting of upcoming meeting agendas, or such other processes as the committee determines will satisfy the intent of this requirement. 2.14.070 Authority and duties.
(1) When the city proposes imposition of a tax under Chapter 67.28 RCW, an increase in the rate of a tax imposed under Chapter 67.28 RCW, repeal of an exemption from a tax imposed under Chapter 67.28 RCW, or a change in the use of revenue received under Chapter 67.28 RCW, it shall submit the proposal to the committee for review and comment. The submission shall occur at least 45 days before final action on or passage of the proposal by the city. The committee shall submit comments on the proposal in a timely manner through generally applicable public comment procedures. The comments shall include an analysis of the extent to which the proposal will accommodate activities for tourists or increase tourism, and the extent to which the proposal will affect the long-term stability of the fund created under RCW 67.28.1815.
(2) The committee shall have any such other authority and duties as prescribed in Chapter 67.28 RCW. (Ord. 3001 § 1, 2012).
2.14.080 State law adopted.
To the extent that it is applicable to provisions of this title, Chapter 67.28 RCW is adopted by reference, and shall be in effect in the city of Puyallup. (Ord. 3001 § 1, 2012).
