20D.120.40 Standards for Garbage and Recycling Enclosures.
20D.120.40-010 Purpose.
The purpose of these standards is to ensure that new construction incorporates the space required for on-site garbage and recycling receptacles by:
(1) Establishing mandatory minimum storage space requirements for multi-family residential and nonresidential buildings; and
(2) Providing location and design guidelines which will assist the applicant in the development of such spaces. (Ord. 1954. Formerly Appx. S)
20D.120.40-020 Introduction.
“Storage areas” for garbage and recycling receptacles for material generated on-site shall be required to be incorporated into the designs for multi-family, and nonresidential buildings. (Ord. 1954. Formerly Appx. S (I))
20D.120.40-030 Exemptions.
The following are exempt from the requirements of this section:
(1) Multi-family dwellings that will be served by curbside collection at each unit.
(2) Detached single-family dwelling units, parks or construction sites.
(3) Structural alterations to existing uses, not including increases in gross floor area not including subsections (1) and (2) above. (Ord. 1954. Formerly Appx. S (II))
20D.120.40-040 Storage Area Defined.
“Storage areas” shall include the areas containing garbage and recycling receptacles served by collection equipment and may also include interim on-site storage areas. (Ord. 1954. Formerly Appx. S (III))
20D.120.40-050 Storage Space Requirements.
The following minimum space requirements for recycling and garbage storage areas shall be incorporated into the design of all buildings:
(1) Multi-family residential: 1.5 square feet per dwelling unit, with a minimum of 65 square feet.
(2) Office, educational, and institutional developments: two square feet of storage space for every 1,000 square feet of building gross floor area, with a maximum of 1,000 square feet and minimum of 65 square feet.
(3) Manufacturing and general commercial developments: three square feet of storage space for every 1,000 square feet of building gross floor area, with a maximum of 1,000 square feet and minimum of 65 square feet.
(4) Retail developments: five square feet of storage space for every 1,000 square feet of building gross floor area, with a minimum of 65 square feet. (Ord. 1954. Formerly Appx. S (IV))
20D.120.40-060 Location and Accessibility.
(1) Storage areas shall not interfere with the primary use of the site and shall:
(a) Maximize use by employees or residents.
(b) Minimize incompatibilities between residents, noise and odor.
(c) Minimize conflicts between collection trucks and pedestrian or vehicular traffic.
(d) Not be located in required yards, sensitive buffer areas, utility corridors or easements.
(e) Not be located within 12 feet of a fire hydrant, unless approved by the Fire Department.
(2) The storage space for multi-family residential developments shall be located in collection points as follows:
(a) There shall be one collection point for every 30 dwelling units.
(b) No dwelling unit within the development shall be more than 200 feet from a collection point.
(3) The storage space for nonresidential development may be allocated to a centralized collection point. (Ord. 1954. Formerly Appx. S (V))
20D.120.40-070 Design Guidelines.
The following provisions shall apply to all storage areas which contain receptacles served by commercial collection equipment.
(1) Design and Architectural Compatibility. The design of the storage area should be consistent with the architectural design of the primary structure(s) on the site.
(2) Signage. Containers for recycling and garbage should be identified using clearly visible signs, not to exceed two square feet per sign face.
(3) Screening. Low shrubs or other screening materials compatible with the primary structure(s) shall be used to delineate the containers’ location and to soften visual impacts. (It is not intended that the storage area be screened by an eight-foot, four-sided solid material structure.)
(4) Drainage. The drainage area of uncovered storage enclosures must be restricted to 200 square feet. Storage areas that exceed 200 square feet must be covered.
(5) Weather Protection. Storage containers shall be protected from weather damage by using containers that are largely weather-proof or by covering the storage area. Roofed storage areas must be accessible to haulers and collection equipment.
(6) Gate Openings. Enclosures for outdoor collection points and buildings used primarily to contain a collection point shall have gate openings at least 12 feet wide for haulers. In addition, the gate opening for any building or other roofed structure used primarily as a collection point shall have a vertical clearance of at least 12 feet. Gate materials shall be compatible with the primary structure(s). (Ord. 1954. Formerly Appx. S (VI))
20D.120.40-080 Review and Approval.
The proposed site plan or enclosure detail shall be submitted to the City of Redmond Permit Center and City’s contracted recycling hauler and contracted garbage hauler for review and approval. Before a building permit can be issued, a form from each hauler accepting the relevant container location and enclosure detail must be submitted. (Ord. 1954. Formerly Appx. S (VII))
