20D.170.30-010 Purpose.
This section provides development criteria for new or expansion of existing asphalt and concrete batch plant and extraction operations. (Ord. 1930 (20C.80.7255))
20D.170.30-020 Batch Plant and Extractive Industry Review Standards.
The following criteria shall be reviewed for new or expanded asphalt and concrete batch plants and other related outdoor processing of minerals or resource operations:
(1) Access. The site shall have direct access to arterials. Truck traffic shall not use residential streets outside of Manufacturing Park and Industry zones.
(2) Noise and Lighting Impacts. Noise and lighting impacts from extractive operations shall be minimized by using noise suppression devices, light shielding and landscape buffers to screen lighting from adjacent shoreline areas. Nighttime trucking is permitted although extraction operations should occur during daylight hours.
(3) Storm Water. Storm water facilities to handle peak storm water runoff shall be designed in accordance with Chapter 15.24 RMC, Clearing, Grading and Storm Water Management Regulations. The runoff and any discharges shall not degrade the quality of any receiving waters, and shall be consistent with requirements of other permitting agencies.
(4) Water Quality. Uses shall assure protection of ground water quality and Evans Creek through the application of critical areas regulations and the establishment of vegetated buffers between development and the creek.
(5) Landscaping and Setbacks. Buffers, landscaping and setbacks shall be provided to screen extraction operations from public rights-of-way, and nonindustrial uses. (Ord. 2486; Ord. 1930 (20C.80.7260); Ord. 1901)
