2.12.005 Purpose.
The purpose and intent of this chapter is to establish a library board of trustees responsible for providing public library services to residents of the city of Richland. [Ord. 68-18 § 1].
2.12.010 Library board of trustees created – Membership.
There is created a library board (hereinafter referred to as the “board”) composed of five trustees as recommended to the mayor, appointed by the mayor and confirmed by a majority of city council. Trustees shall serve staggered five-year terms and until their successors are appointed and confirmed. No person shall be appointed to serve more than two consecutive terms as library trustee. 2.12.020 Removal and vacancies.
Repealed by Ord. 68-18. [Ord. 67 § 1.02; Ord. 40-91].
2.12.030 Meetings.
The board shall hold at least one regular meeting in each of 10 calendar months of the year. It shall adopt such bylaws, rules and regulations for its own guidance and for the government of the library as it deems necessary. 2.12.040 Powers and duties.
The library trustees shall have the powers vested in them and perform the duties imposed upon them by general law. In addition, the board shall provide city council with an annual report as required by RCW 27.12.260. [Ord. 67 § 1.04; Ord. 806 § 1.02; Ord. 47-74; Ord. 4-89; Ord. 38-05; Ord. 68-18 § 1].
2.12.050 Annual appropriations – Control of expenditures.
All funds for the library shall be in the custody of the finance director, shall be designated in some manner for identification, and shall not be used for any but library purposes. The board shall have the exclusive control of expenditures for library purposes subject to any examination of accounts required by the state, and money shall be paid for library purposes only upon vouchers of the board, without further audit. The board shall not make expenditures or incur indebtedness in any year in excess of the amount of money appropriated for library purposes. All programs requiring appropriations shall be submitted through the library budget. [Ord. 67 § 1.06; Ord. 68-18 § 1].
2.12.060 Gifts – Title to property.
The title to money or property given to or for the use or benefit of the library shall vest in the board, on behalf of the city, to be held and used according to the terms of the gift. [Ord. 67; Ord. 181; Ord. 68-18 § 1].
2.12.070 Severability.
If any one or more sections, subsections or sentences of this chapter are held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portions of this chapter, and the same shall remain in full force and effect. [Ord. 67 § 1.07; Ord. 68-18 § 1].
