OPERATION OF VEHICLES ON CITY PROPERTY

A. Park Property. The parks and park areas which are now or shall hereafter be included in the park master plan adopted in Chapter 23.01 RMC as a part of the Richland comprehensive plan are designated as “park property” for the purposes of this section.
B. Parking Regulations. No person shall stand or park any motor vehicle between the hours of 11:00 p.m. and 5:00 a.m. of the following day in any area of the park or upon any park property which is posted by signs giving notice of such parking restrictions. Subject to approval by the city council, the city manager shall designate park areas in which such parking restrictions shall be in effect and shall cause to be posted signs giving notice thereof.
C. Regulation of Parking for Vehicles with Trailers. In areas so designated and subject to any other parking regulations as may be authorized, no person shall park or leave unattended a vehicle unless that vehicle has attached a trailer capable of towing a boat or personal watercraft. Subject to approval by the city council, the city manager shall designate those areas of city parks which shall be for parking vehicles towing boat or personal watercraft trailers and shall have parking stalls marked and/or posted giving notice thereof. These parking restrictions shall be in effect during the months of June through October. During other months of the year, vehicles without trailers may park in the designated areas.
D. Speed Limits. No person shall operate any motor vehicle in any park or upon any park property in excess of 20 miles per hour, or in excess of 15 miles per hour where signs are posted giving notice of such 15 miles per hour speed limit. Subject to approval by the city council, the city manager shall designate roadways and park areas in which such 15 miles per hour speed limit shall be in effect and shall cause to be posted signs giving notice thereof.
E. Regulation of parking during the week prior to and the weekend of the annual Water Follies Hydroplane Races. Parking will be prohibited in the Wye Neighborhood Park parking area between 8:00 p.m. and 5:00 a.m. Signs shall be posted giving notice of these restrictions.
F. Penalty. Any violation of this section shall be a traffic infraction subject to a monetary penalty as provided in RMC 11.01.030; provided, that the minimum penalty imposed shall be not less than $50.00. [Ord. 467; Ord. 572; Ord. 40-79; Ord. 9-81; Ord. 7-88; Ord. 40-96].
