14.32.020 Destruction of property.

It is unlawful for any person in any manner to injure, mutilate, destroy, remove, disconnect or in any way interfere or tamper with any of the machinery, poles, wires, meters, or other equipment owned by the city and used as a part of the electrical distribution system of the city. 14.32.030 City service to be exclusive – Resale of electricity.

All purchased electric service (other than emergency or standby service) used on the premises of customer shall be supplied exclusively by the city. No person shall directly or indirectly sell, sublet, assign, or otherwise dispose of to another, electrical power received by him from the city. No person shall buy, lease, or otherwise receive electrical power except from the city. Nothing herein shall be taken as forbidding landlords who pay for power used by their tenants from providing such power and charging a mutually agreed figure therefor. [Ord. 90 § 8.03].

14.32.040 Violations – Penalties.

Any person who has violated any provision of this chapter shall have committed a civil infraction subject to a civil penalty as set forth in RMC 10.02.050(E).

Provided, if the same violator has been found to have committed an infraction violation for the same or similar conduct two separate times, with the violations occurring at the same location and involving the same or similar sections of the Richland Municipal Code or other similar codes, the third or subsequent violation shall constitute a misdemeanor, punishable as provided in RMC 1.30.010 for criminal offenses.
