17.04.001 Definitions.

Unless the context specifically indicates otherwise, the meaning of terms used in the rules and regulations of this title shall be as set forth in this chapter. [Ord. 77].

17.04.010 BOD (denoting biochemical oxygen demand).

“BOD” shall mean the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees centigrade, expressed in parts per million by weight. [Ord. 77].

17.04.020 Building drain.

“Building drain” shall mean that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet outside the inner face of the building wall. [Ord. 77].

17.04.030 Building sewer or side sewer.

“Building sewer” or “side sewer” shall mean the extension from the building drain to the public sewer or other place of disposal. [Ord. 77].

17.04.040 City engineer.

“City engineer” shall mean the city engineer of the city of Richland, or his duly authorized representative and/or designee. [Ord. 77; Ord. 07-04].

17.04.050 Combined sewer.

“Combined sewer” shall mean a sewer which carries both sewage and storm, surface, ground and other unpolluted waters. [Ord. 77].

17.04.060 Commercial establishment.

“Commercial establishment” means any establishment that is not a residence. “Commercial establishment” includes, but is not limited to, multifamily residences, boardinghouses, rooming houses, hotels, motels and mobile home park offices, as well as restaurants, cafes, taverns, bars, grocery stores, schools, churches, hardware stores, specialty stores, etc. [Ord. 77; Ord. 07-04; Ord. 28-08].

17.04.061 Condominium.

“Condominium,” also known as condo or townhouse, is a single-family dwelling which may be connected or adjacent to other condos in a facility that shares parking lot area and often shares utility services such as refuse and water. Condominiums can be identified as privately owned buildings and are recorded as such with the Benton County auditor’s office. The parcel the condo resides within is jointly owned by the individual condo owners. [Ord. 28-08].

17.04.062 Director.

“Director” means the public works director or his designee. [Ord. 07-04].

17.04.070 Garbage.

“Garbage” shall mean solid wastes from the preparation, cooking, and dispensing of food to the handling, storage, and sale of produce. [Ord. 77; Ord. 07-04].

17.04.080 Industrial establishment or industrial concern.

“Industrial establishment” or “industrial concern” shall mean a building or portion thereof used for the production of articles from raw or prepared materials by giving the materials new forms, qualities, properties or combinations whether by hand labor or machines. [Ord. 77].

17.04.090 Industrial wastes.

“Industrial wastes” shall mean liquid waste from industrial processes. [Ord. 77].

17.04.095 Mixed-use.

“Mixed-use” refers to customers that are both residential and commercial and share a utility service. For example, a facility that has commercial businesses on the street level and residential units above the businesses. [Ord. 28-08].

17.04.100 Multifamily residence.

“Multifamily residence” shall mean any building or establishment in which more than two families can be housed, including but not limited to such structures as apartments, condominiums and townhouses. [Ord. 77; Ord. 07-04; Ord. 28-08].

17.04.110 Natural outlet.

“Natural outlet” shall mean any outlet into a watercourse, pond, ditch, or other body of water. [Ord. 77].

17.04.120 Person.

“Person” shall mean any individual, firm, company, association, society, corporation, or group. [Ord. 77].

17.04.130 pH.

“pH” shall mean the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution. [Ord. 77].

17.04.140 Preliminary treatment facilities.

“Preliminary treatment facilities” shall mean any facilities installed, maintained, and paid for by a property owner or user for the purpose of controlling the content, characteristics, volume, or flowrate of sewage. [Ord. 77].

17.04.150 Premises.

“Premises” shall be defined as a continuous tract of land, building, or group of adjacent buildings under a single control with respect to use of water and responsibility for payment therefor. Subdivision of such use or responsibility shall constitute a division into separate premises as here defined. [Ord. 77].

17.04.160 Public sewer.

“Public sewer” shall mean a sewer providing service to two or more parcels, in which all owners of abutting properties have equal rights, and which is controlled by public authority. [Ord. 77; Ord. 63-18 § 1].

17.04.170 Properly shredded garbage.

“Properly shredded garbage” shall mean the wastes from the preparation, cooking, and dispensing of food that has been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension. [Ord. 77].

17.04.175 Residence.

“Residence” means any dwelling unit that houses an individual family or is rented as a separate living facility, including but not limited to mobile home units, manufactured homes and duplexes with separate kitchen and bathroom facilities. [Ord. 77; Ord. 07-04; Ord. 28-08].

17.04.180 Sanitary sewer.

“Sanitary sewer” shall mean a sewer which carries sewage, and to which storm, surface, ground and other unpolluted waters are not intentionally admitted, except as herein provided. [Ord. 77].

17.04.190 Sewage.

“Sewage” shall mean a combination of the water-carried wastes from residences, commercial establishments, institutions, industrial establishments, or other property, and includes industrial waste as defined herein. [Ord. 77].

17.04.200 Sewage treatment plant.

“Sewage treatment plant” shall mean any arrangement of devices and structures used for treating sewage. [Ord. 77].

17.04.210 Sewage works.

“Sewage works” shall mean all municipally owned facilities for collecting, pumping, treating, and disposing of sewage. [Ord. 77].

17.04.220 Sewer.

“Sewer” shall mean a pipe or conduit for carrying sewage. [Ord. 77; Ord. 07-04].

17.04.230 Shall – May.

“Shall” is mandatory; “may” is permissive. [Ord. 77].

17.04.250 Storm sewer.

“Storm sewer” or “storm drain” shall mean a sewer which carries storm, surface, ground and other waters, but excludes sewage of any kind. [Ord. 77; Ord. 07-04].

17.04.260 Suspended solids.

“Suspended solids” shall mean solids that either float on the surface of or are in suspension in water, sewage or other liquids; and which are removable by laboratory filtering. [Ord. 77].

17.04.270 Watercourse.

“Watercourse” shall mean a channel in which a flow of water occurs, either continuously or intermittently. [Ord. 77].
