4.08.060 Riding with person on handlebars prohibited.

No person shall ride or propel a bicycle on a street or other public highway of the city with another person on the handlebars or in any position in front of the operator. (Ord. 376 § 3, 1947).

4.08.070 Speed.

No bicycle shall be ridden faster than is reasonable and proper, but every bicycle shall be operated with reasonable regard to the safety of the operator and any persons upon the sidewalks, streets and other public highways of the city. (Ord. 376 § 3, 1947).

4.08.080 Traffic and stop signs – Must be obeyed.

Persons riding bicycles shall observe all traffic signs and stop at all stop signs. (Ord. 376 § 3, 1947).

4.08.090 Lights – When required – Specifications.

No bicycle shall be permitted on any street or other public highway of the city between 30 minutes after sunset and 30 minutes before sunrise, without a headlight visible under normal atmospheric conditions from the front thereof for not less than 300 feet indicating the approach or presence of the bicycle firmly attached to such bicycle and properly lighted, or without a yellow or red reflector attached to and visible from 200 feet from the rear thereof. The headlight shall give a clear white light. (Ord. 376 § 3, 1947).

4.08.100 Riding more than two abreast prohibited.

No person shall ride or propel a bicycle upon any street or other public highway in the city abreast of more than one other person riding or propelling a bicycle. (Ord. 376 § 3, 1947).

4.08.110 Rules of the road.

Every person riding or propelling a bicycle upon any street or other public highway in the city shall observe all traffic rules and regulations applicable thereto, and shall turn only at intersections, signal for all turns, ride at the right-hand side of the sidewalk, street or highway, pass to the left when passing overtaken vehicles and individuals that are slower moving, and shall pass vehicles to the right when meeting. (Ord. 376 § 3, 1947).

4.08.140 Parking regulations.

Bicycles shall be parked on the curbline and not more than three feet from the curb. No bicycles shall be parked in store entrances, or entrances to theaters or other business buildings, or on any sidewalks in the business district. (Ord. 376 § 3, 1947).

4.08.170 Riding on sidewalks and parking – Where prohibited.

It is unlawful to ride a bicycle upon the sidewalks in the areas bounded on the north by Broadway Avenue, on the east by Palouse Street, on the south by First Avenue, and on the west by Adams Street; and it is unlawful to park a bicycle in the above-described area except in parking places specifically designated for that purpose. (Ord. 376 § 3, 1947).

4.08.180 Violations – Penalties.

Unless another penalty is expressly provided, any person found to have committed an act designated a traffic infraction under provisions of this chapter shall be punished by a penalty of not more than $50.00. (Ord. 694 § 2, 1982; Ord. 376 § 5, 1947).
