10.20.010 Purpose.

This chapter is deemed necessary for the safety, convenience and welfare of the general public of the city. (Ord. 735 § 1, 1973)

10.20.020 Investigation of street conditions.

The director of public works is hereby directed to make investigations from time to time of the conditions of city streets and roads and to consult with city officers responsible for maintenance of the streets and roads, to determine the necessity for temporary closure or the limiting of vehicle weights traversing the streets or roads during periods of freezing, thawing, or water saturation. 10.20.025 Closure of city streets.

All city streets are subject to closure for travel if necessary to prevent damage due to rain, snow, freezing, construction, damage, or other conditions. The director of public works or his/her designee shall have authority to order that street(s) be closed to all vehicles, or that they shall be closed only to oversized vehicles. For purposes of this section, “oversized vehicles” shall be defined as fully loaded trucks over twenty-six thousand pounds GVRW. Before closing said city streets, the public works director or designee shall post notices of such closing at each end of said streets and publish the notice in the city’s official newspaper as required by RCW 47.48.020, for the purpose of giving due notice to the public of said closure of a street or streets; provided, that no publication shall be required for emergency closures of less than twelve hours in duration. Authorized emergency vehicles, as defined in RCW 46.04.040, school buses, and motor trucks transporting perishable commodities or commodities necessary for the health and welfare of local residents shall be allowed to operate on streets that are under weight and speed restrictions established by the city. 10.20.030 Truck routes designated.

City streets forming a part of the city truck route are designated as follows:

A.    All of Highway 20 within city limits:

1.    North Cascade Highway.

2.    Borseth Street from North Cascade Highway to West Moore Street.

3.    West Moore Street from Borseth Street to Fruitdale Road;

B.    All of West State Street, all of East State Street and all of State Street;

C.    All of Township Street, Third Street and River Road;

D.    All of Highway 9 within city limits;

E.    Edward R. Murrow Street, Cook Road to F&S Grade Road;

F.    Repealed by Ord. 1869-17;

G.    West Jameson Street and Jameson Street from Batey Road to 3rd Street;

H.    All of West Ferry Street and Ferry Street;

I.    All of East Jones Road and West Jones Road;

J.    F&S Grade Road between West Jones Road and Borseth Street;

K.    All of Cook Road inside the city limits;

L.    Repealed by Ord. 1869-17;

M.    Metcalf Street, north of Ferry Street;

N.    All of Puget Avenue;

10.20.040 Truck access routes designated.

All trucks exceeding twenty-five thousand pounds gross weight originating within or without the city limits and terminating within the city limits, traveling to or from a recognized truck service center, or making local deliveries, shall use the most direct route possible to utilize the designated truck routes. The following streets designated as “truck access routes” may be specifically used in gaining access to truck routes:

A.    All of Highway 20 within city limits:

1.    North Cascade Highway,

2.    Borseth Street from North Cascade Highway to West Moore Street,

3.    West Moore Street from Borseth Street to Fruitdale Road;

B.    All of West State Street, all of East State Street and all of State Street;

C.    All of Township Street, Third Street and River Road;

D.    All of Highway 9 within city limits;

E.    Edward R. Murrow Street, Cook Road to F&S Grade Road;

F.    Repealed by Ord. 1869-17;

G.    West Jameson Street and Jameson Street from Batey Road to 3rd Street;

H.    All of West Ferry Street and Ferry Street;

I.    All of East Jones Road and West Jones Road;

10.20.045 Oversize/overweight vehicles.

A.    Oversize or overweight vehicle movements within the city will require a permit to be issued by the director of public works.

B.    Fees. Fees for oversize/overweight vehicle permits shall be established by resolution of the Sedro-Woolley city council. The form of the permit shall be as established by the director of public works. (Ord. 1869-17 § 4, 2017)

10.20.048 Haul routes.

Haul routes shall be limited to designated truck routes unless otherwise approved by the director of public works. Haul routes proposed for development projects shall be submitted for review and approval by the director of public works prior to start of work. (Ord. 1869-17 § 5, 2017)

10.20.050 Penalty for violations.

In addition to being assessed a traffic infraction or subjected to other penalties applicable by law, violators of this chapter are also subject to civil liability for the damage caused by any violations of height, weight, or load restrictions or street closures per the provisions of RCW 46.44.110 and 46.44.120. 10.20.060 Enforcement.

Enforcement of this chapter shall be under the jurisdiction of the police department. (Ord. 735 § 6, 1973)
