Sequim’s arts advisory commission was established in 2014. In 2023 its name was changed from city arts advisory commission (“CAAC”) to the Sequim arts commission (“SAC”).
The SAC is composed of not less than five and not more than seven members who are appointed by the city council. SAC members are selected upon the basis of demonstrated interest in, and knowledge and support of, the arts. Members serve without salary or other compensation. Members must be residents within the Clallam County boundaries of the Sequim School District. At least two members must be residents of the city of Sequim. However, the city residency requirement may be waived by majority vote of the council if necessary to maintain a minimum five-member commission when no city resident has applied for a vacancy.
Persons with a demonstrated interest in the arts who reside within the above school district boundaries may be welcomed as associate members by SAC’s sitting members. Associate members must adhere to all city and SAC rules and policies and are encouraged to serve on commission subcommittees, but will have no voting or decision-making role. They are encouraged but not required to attend meetings and undergo the same orientation and training as appointed members. (Ord. 2023-009 § 1 (Exh. A); Ord. 2019-007 § 2; Ord. 2014-008 § 1)
2.64.020 Membership terms – Vacancies – Term limits.
A. Term of Membership. The term of membership for the voting members of SAC is four years and will be staggered so that the fewest terms expire in any one year. All terms will expire on December 31st of the fourth year after appointment.
The staff and city council liaison, if any, will be nonvoting members.
B. Vacancies. Any appointment to a position vacated other than by the expiration of the term of the appointment will be to fill only the unexpired portion of said term. The time for which an appointee is filling a vacated position will not be counted if and when that person’s future term limit is calculated.
C. Term Limits. Except as provided in subsection B of this section, each person is limited to a total of eight consecutive years in a position. After eight years are served, the person is prohibited from serving as a sitting member of SAC for at least two years, after which time they may reapply. (Ord. 2023-009 § 1 (Exh. 2.64.030 Officers – Meetings – Recordkeeping – Quorum.
SAC members will meet regularly at least once per quarter at a date, time, and place to be established by SAC. SAC will give notice of such meeting in compliance with the Open Public Meetings Act of the state of Washington, as it now exists and as it may be amended from time to time.
In order to ensure that a proper record is kept, minutes must be prepared of all meetings. All documents and items that are before SAC must be recorded and retained by the city, as directed by its public records officer. SAC must prepare and present a written report to the city council at least annually.
SAC will organize by electing from its members a chair and a vice-chair and such other officers as may be determined by SAC. Officer elections will occur in October of each year.
It will be the duty of the chair to preside at all public meetings of the SAC and to hold and preside over an agenda-setting meeting with the staff liaison in advance of the public meeting. The vice-chair will perform this duty in the absence of the chair.
A majority of SAC’s members constitute a quorum for the transaction of business. Associate members attending SAC meetings do not count toward a quorum. (Ord. 2023-009 § 1 (Exh. A); Ord. 2014-008 § 1)
2.64.040 Authority and duties.
SAC serves in an advisory capacity to the city council on matters including, but not limited to, those purposes set forth below.
A. To provide recommendations to the city council in connection with cultural and artistic endeavors and projects in which the city becomes involved and to act as a representative of the community in such matters.
B. SAC can encourage donations to the city, and other support to further expand the arts and cultural services and programs available to citizens of Sequim and members of the Sequim community. All donations must be processed by the city administrative services department according to policy.
C. To assist existing organizations in the field of art, and to develop cooperation with schools and regional and national art organizations.
D. To encourage further development and public awareness of, and interest in, the fine and performing arts.
E. To recommend to the city council opportunities/plans to conduct, sponsor, or co-sponsor public programs to further the development and public awareness of, and interest in, the fine and performing arts and then carry out any council-approved plans as appropriate.
F. To review and make recommendations to the city council on all works of art acquired by the city, whether through purchase, donation, or loan.
G. To assist the city staff in preparing and presenting to city council for approval any policies and procedures or planning documents related to public art and the public awareness of the visual and performing arts within the city.
H. To operate under policies and procedures as approved by the city council.

2.64.050 Budget.
SAC programs and operating expenses will be funded by any budgeted city general fund, grants, foundations, donations, and/or admission charges. The staff liaison to the commission is responsible for submitting the annual operating budget to the city manager. (Ord. 2023-009 § 1 (Exh. A); Ord. 2014-008 § 1)
