11.08.010 Parking violation—General penalty.
Unless otherwise indicated, parking violations shall be assessed a base fine of twenty-five dollars plus court costs and statutory assessments, if any. Parking violations shall include all violations of this title, including but not limited to parking on a sidewalk or planting strip, parking in violation of any posted sign or for a longer period of time than allowed by a posted sign or meter, parking a non-compact vehicle in a space designated for compact vehicle parking, parking in a street or alley in a manner that obstructs traffic, parking in the direction opposite to the flow of traffic, parking in an intersection or crosswalk, parking too close to a traffic control signal or fire hydrant, blocking a driveway, occupying more than one parking space, and parking too far from a curb. 11.08.020 Parking in violation of official signs.
For purposes of health, safety, and traffic control, the chief of police or designee shall have the authority to subject certain parking locations to time limits or other parking restrictions, and shall erect official signs noting the restriction. Where a time limit or other restriction is established by official signs, no vehicle may be parked beyond the time limit indicated or in violation of the noted restriction. 11.08.030 Parking in city-owned reserved parking.
A. No person shall park a vehicle within the times and dates posted on city-owned property which has been designated by sign as reserved parking. Such parking shall require a permit issued by the city and displayed as directed by the city.
B. The penalty for violation of city reserved parking shall be fifty dollars.
C. Vehicle Towing. In addition to the fifty-dollar penalty, all vehicles which are illegally parked in city reserved parking spaces shall be towed and impounded at the expense of the owner thereof. Vehicles deemed illegally parked on city-owned property shall be subject to placement of an immobilization device. (Ord. 1792-1011 § 2 (part), 2011)
11.08.040 Camping or residing in motor vehicle prohibited.
A. It is unlawful for any person to park any motor vehicle or trailer on public property or a public street or right-of-way for the purpose of sleeping therein or maintaining the same as a temporary or permanent residence.
B. It shall be a defense to a charge under this section that the offense was necessitated by a temporary emergency situation and that no reasonable alternative was available to the defendant under the circumstances.
C. The first offense under this section for any individual shall constitute a civil infraction punishable by a fifty-dollar penalty. All subsequent charges against the same individual within a six-month period of the original charge shall constitute misdemeanors, punishable by a maximum of ninety days in jail and a one-thousand-dollar fine.
