No person engaged in the collection and disposal of materials from cesspools, septic tanks, chemical toilets, portable toilets and privies, as a business or commercial enterprise, or any individual person may discharge into the city’s sanitary sewer system any of the material collected without the express permission of the city and after payment of all applicable fees as established by the city council.
