20.16.010 Intent.
The public services district is a special designation to address public-related uses in the downtown, accommodating these uses effectively and efficiently while considering the compatibility of adjacent residential/commercial uses. This district appropriately located in the downtown is intended to facilitate local, state, and federal facilities, service providers, and other uses that primarily provide a public service. Provisions should ensure the buildings reflect the character of the community, would be designed and function in an aesthetically pleasing manner, and encourage interaction between the public use and businesses located in the downtown, provide support and facilitate commerce. 20.16.020 Permitted uses.
All uses as listed in the land use matrix, Section 20.06.030 of this title regulating the underlying zoning district, and as follows:
A. Administrative government offices, such as city, county, state, and federal agencies.
B. Post offices.
C. Fire stations and associated facilities.
D. Community halls and meeting rooms.
E. Public parks and common open space.
F. Juvenile detention and adult jail facilities.
G. Public utility service providers’ offices and facilities.
H. Museums.
I. Libraries.
J. Police stations and associated facilities. (Ord. 1713-1207 § 3 (part), 2007)
20.16.030 Conditional uses.
Conditional uses as listed in the land use matrix, Section 20.06.030 of this title, regulating the underlying zoning district, and as follows:
A. Assisted living facilities.
B. Private business and professional offices.
C. Convalescent centers and facilities.
D. Churches.
E. Private indoor recreation and entertainment facilities, excluding pubs, bars, nightclubs or similar facilities that serve alcohol.
F. Public and private schools.
G. Off-site parking facilities (lots) to serve a permitted use (in excess of required on-site parking). (Ord. 1713-1207 § 3 (part), 2007)
20.16.040 Setback and open space requirements.
A. Minimum lot area: six thousand square feet.
B. Front yard: minimum ten feet.
C. Side yard: minimum ten feet.
D. Flanking street: minimum ten feet.
E. Rear yard: minimum ten feet; except at alley, three feet.
F. Maximum building coverage: sixty percent.
G. Maximum development coverage: eighty percent. (Ord. 1713-1207 § 3 (part), 2007)
20.16.050 Building height.
A. Maximum building height: sixty feet. Exception: when buildings abut the public services overlay district boundary and/or residential uses, buildings shall not exceed thirty-five feet unless a buffer between the building and the required setback from the adjoining property line equivalent to or greater than the building height exceeding thirty-five feet is provided. Construction of buildings in excess of two stories and/or thirty-five feet in height may trigger nonconventional building and/or fire safety requirements. Any structures constructed within the overlay district are required to conform to the building and construction provisions within Title 18. (Ord. 1713-1207 § 3 (part), 2007)
20.16.060 Design review.
Development shall be subject to design review requirements within Section 20.64.140, and landscaping and screening provisions within Chapter 20.60. Processing design review shall follow the site plan review procedures within Chapter 20.49. (Ord. 1713-1207 § 3 (part), 2007)
20.16.070 Sign requirements.
Signage shall conform to the city of Shelton sign regulations. See Chapter 20.38. (Ord. 1713-1207 § 3 (part), 2007)
20.16.080 Parking requirements.
New development shall provide vehicle parking and landscaping in conformance with Chapter 20.40. (Ord. 1713-1207 § 3 (part), 2007)
20.16.090 Landscaping requirements.
Landscaping shall meet all requirements of Chapter 20.60 of this title. (Ord. 1713-1207 § 3 (part), 2007)
