DEPARTMENTAL ORGANIZATION – APPOINTMENT AND REMOVAL

2.10.020 Department heads – Enumerated.
2.10.010 Purpose of chapter.
The intent of the city in the adoption of this chapter is to provide to those personnel of the city who are without the protection of either the police or fire civil service systems, and who hold executive positions, a job security and protection from removal from their position with the city. The job protection afforded the department heads designated below is to be considered a form of city service for the purposes of RCW 35A.12.090. (Ord. 1249, 2017; Ord. 1141 § 1, 2011).
2.10.020 Department heads – Enumerated.
The city shall be organized into departments which shall be directed by heads. There shall be the following department heads: city administrator, city clerk-treasurer (finance director) and police chief. (Ord. 1290 § 1, 2019; Ord. 1249, 2017; Ord. 1141 § 1, 2011).
2.10.030 Appointment.
All department heads shall be appointed positions. The council may determine that certain positions be filled pursuant to a contractual relationship. For those positions, the employment contract shall be negotiated by the mayor and approved by a majority of the whole city council. All department heads shall be appointed by the mayor and shall be confirmed by a majority of the whole city council before assuming office. (Ord. 1249, 2017; Ord. 1141 § 1, 2011).
2.10.040 Removal.
All department heads shall serve at the pleasure of the mayor and the city council. The mayor may recommend removal, with or without cause, of any of the department heads listed above. Such recommendation shall require the confirmation of a majority vote of the whole city council before becoming effective. The mayor shall have the power to suspend any of the above-listed department heads pending a vote by the city council upon the mayor’s recommendation of removal.
