Article I. Adoption of Classification
1.05.010 Noncharter code city classification adopted.
The city of South Bend, Washington hereby adopts the classification of noncharter code city as provided for in Chapter 35A.02 RCW and such classification as noncharter code city shall become effective in all respects upon the effective reorganization of the city of South Bend, Washington under the mayor-council form of government as provided for in Chapter 35A.12 RCW including the election and certification of the new officers under said plan of government. (Ord. 925 § 2, 1974).
1.05.020 Election of officers.
The first election of officers under the mayor-council plan of government as aforesaid shall be held at a special election not less than 90 days nor more than 180 days from the date of certification of the ordinance codified in this article and as further provided for in RCW 35A.02.050. (Ord. 925 § 3, 1974).
1.05.030 Copy forwarded to Secretary of State.
The clerk-treasurer of the city of South Bend is hereby authorized and directed to forward to the Secretary of State, Olympia, Washington, a certified copy of the ordinance codified in this article adopting the classification of noncharter code city, together with a certified copy of any other ordinance providing for the reorganization of the municipal government of the city as further provided in RCW 35A.02.040. (Ord. 925 § 4, 1974).
Article II. Reorganization of Municipal Government
1.05.040 Purpose.
The recitals and findings set out in the ordinance codified in this article are hereby found and determined to be true in all respects and same are incorporated herein as if fully set forth. The city of South Bend has heretofore passed and adopted its Ordinance No. 925 under date of June 10, 1974, adopting the classification of noncharter code city and this article is adopted in conjunction with said Ordinance No. 925 for the purpose of providing for the reorganization of its municipal government. (Ord. 926 § 1, 1974).
1.05.050 Mayor-council plan adopted.
The city of South Bend hereby reorganizes its municipal government by adoption of the mayor-council plan as provided for in Chapter 35A.12 RCW and the provisions of said chapter are hereby incorporated as if fully set forth and as said provisions may be implemented by the city council from time to time as provided for in said chapter. (Ord. 926 § 2, 1974).
1.05.060 Election of officers.
In pursuance of RCW 35A.02.050 the first election of officers under the mayor-council plan of government adopted hereby shall be held at a special election not less than 90 days nor more than 180 days from the certification of the ordinance codified in this article as provided for in RCW 35A.02.040 and 35A.02.050, and the exact date of said election shall be timely fixed and adopted by resolution or ordinance of the city of South Bend. Notice of such special election shall be given by publication at least once each week for two weeks prior to the date of said election in a newspaper of general circulation within the city of South Bend, which notice shall include the statement that the city by the resolution method has adopted the classification of noncharter code city and reorganizes its municipal government under the mayor-council plan, together with the title of each office, the names and addresses of all candidates for such office and all as further provided for in RCW 35A.02.080 and 35A.02.100, and as further provided by law pertaining to such elections. (Ord. 926 § 3, 1974).
1.05.070 Copy forwarded to Secretary of State.
The city clerk-treasurer is hereby authorized and directed to forward certified copies of the ordinance codified in this article to the Secretary of State’s office, Olympia, Washington, as provided in RCW 35A.02.040. (Ord. 926 § 4, 1974).
