INTERFERENCE WITH PEDESTRIAN AND VEHICULAR TRAFFIC

9.25.010 Definitions.
The following definitions apply in this chapter:
A. “Aggressively beg” means to beg with the intent to intimidate another person into giving money or goods.
B. “Intimidate” means to engage in conduct which would make a reasonable person fearful or feel compelled.
C. “Beg” means to ask for money or goods, whether by words, bodily gestures, signs, or other means.
D. “Obstruct pedestrian or vehicular traffic” means to walk, stand, lie, or place an object in such manner as to block passage by another person or a vehicle, or to require another person or driver of a vehicle to take evasive action to avoid physical contact. Parades and miscellaneous street closures authorized pursuant to Chapter 10.36 TMC shall not constitute unlawful obstruction of pedestrian or vehicular traffic.
E. “Public place” means an area generally visible to public view and includes parking lots, sidewalks, driveways, parks, and buildings open to the general public, including gas stations, restaurants, stores, motels, and drive-ins, and the doorways and entrances to such buildings and the grounds surrounding them. 9.25.020 Obstructing pedestrian or vehicular traffic prohibited.
It is unlawful to intentionally interfere with pedestrian or vehicular traffic in a public place. Obstructing pedestrian or vehicular traffic is a misdemeanor, punishable by up to 90 days in jail or by a fine of up to $1,000, or both. (Ord. 2006-4 § 1, 2006).
9.25.030 Aggressive begging prohibited.
It is unlawful to aggressively beg. Aggressive begging is a misdemeanor, punishable by up to 90 days in jail or by a fine of up to $1,000, or both. (Ord. 2006-4 § 1, 2006).
