10.20.050 Establishment of safety zones and crosswalks – Director of public works authority.
The director of public works is authorized:
A. To designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where, in his opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary;
B. To establish safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians. (Ord. B-8 § 6, 1973).

10.20.070 Play streets – Vehicles prohibited – Exceptions.

10.20.080 Closure or restrictions of streets when – Erection of barriers and signs – Chief of police authority.
A. Whenever the condition of any street or alley, either newly constructed, repaired or improved, or of prior construction, or any part thereof, is such that its use or continued use by vehicles will greatly damage such street or alley, the director of public works or the chief of police may close such streets or alley to travel by all vehicles, or to any class of vehicles, for such period as he determines is necessary.
B. Upon the closing of any such street or alley, the director of public works shall immediately cause to have erected barriers or suitable signs indicating that the street or alley is closed to vehicles or to such classes of vehicles, and thereafter it is unlawful for the operator of any vehicle excluded from the use of such street or alley, or portion thereof, to operate such vehicle thereon. 10.20.090 Establishment of traffic and turn lanes – Compliance required – Director of public works authority.
A. The director of public works is authorized to mark traffic lanes or turn lanes upon the roadway of any street or highway where he deems a regular alignment of traffic is necessary.
B. Where such traffic lanes or turn lanes have been marked, it is unlawful for the operator of any vehicle to fail or refuse to keep such vehicle within the boundaries of any such lane except when lawfully passing another vehicle or preparatory to making a lawful turning movement. (Ord. B-8 § 7, 1973).
10.20.110 Traffic-control devices – Installation and maintenance – Director of public works authority.
The director of public works shall place and maintain traffic-control signs and signals and devices when and as required under the ordinances of the city to make effective the provisions of the ordinances of the city, and may place and maintain such additional traffic-control devices as he deems necessary to regulate traffic under the traffic ordinances of this city, or under state law, or to guide or to warn traffic. 10.20.130 Traffic-control devices – Requirements for enforcement.
No provisions of the ordinances for which official traffic-control devices are required shall be enforced against an alleged violator if at the time and the place of the alleged violation an official device is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Whenever a particular section of a traffic ordinance does not state that signs are not required such sections shall be effective even though no devices are erected or in place. (Ord. B-8 § 2, 1973).
10.20.140 Traffic-control devices – Legality presumed when.
A. Whenever official traffic-control devices are placed in positions approximately conforming to the requirements of the traffic ordinances, such devices shall be presumed to have been so placed by the official act or direction of lawful authority, unless the contrary shall be established by competent evidence.
B. Any official traffic-control device, sign or signal placed pursuant to the provisions of the ordinances of the city and purporting to conform to the lawful requirements pertaining to such devices, signs or signals, shall be presumed to comply with the requirements of the ordinances, unless the contrary shall be established by competent evidence. 10.20.160 Violation – Penalty.
Any person violating any provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable as set forth in Chapter 1.24 TMC. (Ord. B-8 § 9, 1973).
