2.10.010 Designated.
The officers of the city, besides the mayor and councilmembers, shall be as follows: a city administrator, an assistant city administrator, a city attorney, a chief of police, a fire chief, a finance director, a transportation and engineering director, a water resources and sustainability director, a community development director, a parks and recreation director and an administrative services director. References to the public works director shall mean the transportation and engineering director or the water resources and sustainability director as appropriate. Additional offices and employment shall be created in the budgetary process as necessary.

2.10.020 City administrator appointment/duties.
A. There is created the position of city administrator, which shall be appointed by the mayor in accordance with the law, shall be subject to confirmation by a majority vote of the city council, with such compensation payable to such city administrator as established in each annual budget.
B. Consistent with the mayor’s authority as set forth in TMC 2.08.010, the city administrator shall coordinate all departments and directly supervise the assistant city administrator, finance director, public works director, community development director, fire chief, police chief, parks and recreation director, administrative services director, city attorney, and others as required. The city administrator shall perform such other duties as may be determined from time to time by the mayor and/or city council.

2.10.025 Assistant city administrator appointment/duties.
A. There is created the position of assistant city administrator for the city. The assistant city administrator shall be appointed by the mayor, with such compensation payable to the director as established in each annual budget.
B. The assistant city administrator shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.030 City attorney appointment/duties.
A. There is created the position of city attorney. The city attorney shall be appointed by the mayor, which appointment shall be subject to confirmation by majority vote of the city council. Compensation payable to the city attorney shall be established in each annual budget.
B. The city attorney shall advise the city authorities and officers on all legal matters pertaining to the business of the city. The city attorney shall represent the city in all actions brought by or against the city or against city officials in their official capacity and perform such other duties as prescribed by statute. Provided, however, the city attorney is authorized to appoint special assistant city attorneys, including Rule 9 interns to assist with municipal prosecution.

2.10.040 Chief of police appointment/duties.
A. There is created the position of chief of police for the city. The chief of police shall be appointed by the mayor, with such compensation payable to the chief as established in each annual budget.
B. The chief of police shall have charge of the police department employees and shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.045 Police chief – Exclusion from civil service.
Pursuant to RCW 41.12.050, any individual appointed as police chief on or after October 4, 2006, shall be excluded from civil service.

2.10.050 Fire chief appointment/duties.
A. There is created the position of fire chief for the city. The fire chief shall be appointed by the mayor, with such compensation payable to the chief as established in each annual budget.
B. The fire chief shall have charge of the fire department employees and shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.055 Fire chief – Exclusion from civil service.
Pursuant to RCW 41.08.050, any individual appointed as fire chief on or after April 1, 2003, shall be excluded from civil service.

2.10.060 Finance director appointment/duties.
A. There is created the position of finance director for the city. The finance director shall be appointed by the mayor. Such appointment shall be subject to confirmation by a majority vote of the city council. Compensation to the finance director shall be established in each annual budget.
B. The finance director shall have charge of the finance department employees and shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.065 City clerk.
A. There is created the position of city clerk. The city clerk shall be appointed by the mayor, with such compensation payable to the city clerk as established in each annual budget.
B. The city clerk shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.070 Transportation and engineering director appointment/duties.
A. There is created the position of transportation and engineering director. The transportation and engineering director shall be appointed by the mayor, with such compensation payable to the transportation and engineering director as established in each annual budget.
B. Such person shall be in charge of all employees in the department of transportation and engineering and shall perform those duties and responsibilities as may be determined from time to time by the city administrator and/or mayor.

2.10.075 Water resources and sustainability department director appointment/duties.
A. There is created the position of water resources and sustainability director. The water resources and sustainability director shall be appointed by the mayor, with such compensation payable to the water resources and sustainability director as established in each annual budget.
B. Such person shall be in charge of all employees in the department of water resources and sustainability and shall perform those duties and responsibilities as may be determined from time to time by the city administrator and/or mayor.

2.10.090 Community development director appointment/duties.
A. There is created the position of community development director for the city. The community development director shall be appointed by the mayor, with such compensation payable to the director as established in each annual budget.
B. The community development director shall have charge of the community development department employees and shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.100 Administrative services director appointment/duties.
A. There is created the position of administrative services director for the city. The administrative services director shall be appointed by the mayor, with such compensation payable to the director as established in each annual budget.
B. The administrative services director shall have charge of the administrative services department employees and shall perform those duties and have such responsibilities as are prescribed by law and as may be determined from time to time by the city administrator and/or mayor.

2.10.110 Parks and recreation director.
A. There is created the position of parks and recreation director for the city. The parks and recreation director shall be appointed by the mayor with such compensation payable to the director as established in the city budget.
B. The parks and recreation director shall have charge of overseeing the development and operation of the city’s parks and recreation facilities, as well as facilities and grounds maintenance and the maintenance and operation of the Tumwater Valley Golf Course. The director shall also oversee the various recreational programs and activities of the city as well as any other programs and activities as may be determined from time to time by the city administrator and/or mayor.

2.10.120 Performance bond.
The finance director, city clerk, municipal judge, chief of police, and city attorney shall each, before entering upon the duties of the respective office, execute and file in the finance department an official bond in such sum as prescribed by RCW 35A.12.080.
