GCO GENERAL COMMERCIAL OVERLAY

18.35.010 Intent.
It is the intent of the general commercial overlay zone to limit the size of commercial buildings within certain areas of the city to entice pedestrian shoppers, encourage pedestrian traffic between businesses, control the scale and mass of commercial buildings, facilitate efficient mass transit, and to provide a transition between areas likely to develop with high-intensity commercial uses and properties zoned for lower intensity uses such as mixed use or residential.

18.35.020 Applicability.
Provisions of this chapter shall apply to all lands, buildings, structures, land uses and activities located within the general commercial overlay zone. Where the requirements imposed by the general commercial overlay zone conflict with the requirements of the underlying zone district, the more restrictive requirements shall be applied.

18.35.030 Permitted uses.
Uses permitted in the general commercial overlay zone are those uses that are permitted in the underlying zone district.

18.35.040 Accessory uses.
Accessory uses allowed in the general commercial overlay zone are those uses that are set forth in the underlying zone district.

18.35.050 Conditional uses.
Conditional uses allowed in the general commercial overlay zone are those uses that are set forth in the underlying zone district.

18.35.060 Development standards.
Development standards set forth in the general commercial zone apply in addition to the following:
A. Commercial buildings shall not exceed one hundred twenty-five thousand square feet gross floor area on the ground floor; provided, however, this requirement does not apply to entertainment facilities for which a conditional use permit application has been approved in accordance with standards set forth in TMC Chapter 18.56. The square-foot maximum for the ground floor may be increased if (1) a maximum of seventy-five percent of the gross floor area of the ground floor is dedicated to a single type of use (example: seventy-five percent of the floor space is utilized as professional office space and twenty-five percent is developed with a restaurant and/or retail uses); or (2) a parking structure is constructed that satisfies off-street parking requirements for the building and five percent of the gross site area is developed as an open space/park area. This open space/park area is to be applied in addition to any other open space areas that may be required for the project. An open space/park area shall at a minimum meet the standards in TMC 17.12.210(A) through (E) and 17.12.210(G).
B. Buildings sharing a common wall or walls touching at or above grade shall be considered as one building.
