AIRPORT ADVISORY BOARD

2.125.010 Purpose.
The purpose of this chapter is to provide for the authority, duties, responsibilities, membership and organization of the Twisp municipal airport advisory board of the town of Twisp, Washington, so that it can effectively provide recommendations to the town council as set forth in this chapter. 2.125.020 Powers and duties.
The airport advisory board’s duty shall be to advise the town council on matters pertaining to all powers and responsibilities designated in Chapter 14.08 RCW regarding the construction, enlargement, improvement, maintenance, equipping, operating and regulating of the airport facility, subject to the policies, rules and regulations of the town of Twisp. 2.125.030 Members – Manner of appointment.
The airport advisory board shall consist of not less than three or more than five members who shall be appointed by the mayor with confirmation of town council for a term of three years. (Ord. 631 § 1, 2011)
2.125.040 Terms, removal, filling of vacancies and compensation.
The term of office for the members appointed to such board shall be designated as one one-year term, two two-year terms, and two three-year terms. After the initial terms have expired, subsequent appointments shall consist of a three-year term resulting in the expiration of no more than two in any given year. Vacancies occurring other than through the expiration of terms shall be filled for the unexpired term. Board members shall be selected without respect to political affiliations and they shall serve without compensation.
Whenever a board member is absent for three consecutive regular meetings of the board or an aggregate of five regular or special meetings of the board within a calendar year, unless permission is granted by a majority of the board, the person’s right to the position shall be automatically terminated. Members may be removed by the mayor with the approval of the town council for inefficiency, neglect of duty or malfeasance in office.
Upon the resignation or removal of any member, a successor shall be appointed by the mayor and confirmed by the council for the unexpired term. (Ord. 734 § 1, 2018; Ord. 631 § 1, 2011)
2.125.050 Meetings.
The airport advisory board shall conduct scheduled, regular meetings every other month held in the Twisp town council chambers. A special meeting may be called at any time by the presiding officer or by a majority of the members of the board upon written notice delivered at least 24 hours before the time of such meeting as specified in the notice. Meetings shall be subject to the Open Public Meetings Act (Chapter 42.30 RCW) and shall be conducted following Robert’s Rules of Order. The airport advisory board shall keep a written record of its meetings, resolutions, transactions, findings and determinations, which shall be a public record. The presence of two members of the board shall be required to constitute a quorum for a three-member board and the presence of three members of the board shall be required to constitute a quorum for a five-member board for the transaction of business. A majority vote of those present shall be necessary to carry any motion. (Ord. 651 § 1, 2012; Ord. 631 § 1, 2011)
2.125.060 Organization.
The airport advisory board shall elect a chairman and vice chairman from its members at their first meeting of the year and the chairman shall preside at the meetings of the board. Meeting agendas shall be determined based on council direction. The mayor shall designate a member of the paid staff of the town to serve as secretary. (Ord. 726 § 1, 2018; Ord. 631 § 1, 2011)
