2.30.010 Creation of a parks and recreation commission.

The town of Twisp hereby creates the “parks and recreation commission,” consisting of five members, who shall be appointed by the mayor and confirmed by the council; and who may also serve on the Twisp planning commission. (Ord. 687 § 1, 2015)

2.30.020 Commission positions.

The first and second positions shall be from citizens who reside in the town of Twisp and the third, fourth and fifth positions may be at-large with a strong interest in parks and recreation programs, services, and planning. The council member(s) from the parks and recreation council committee will serve as liaisons to the commission. (Ord. 687 § 2, 2015)

2.30.030 Terms of commission members.

Appointments shall be for terms of three years and shall commence on January 1st each year and shall expire on the thirty-first day of December of the last year for which the term is made; provided, that the members shall remain in office until their successors are appointed and confirmed. The first commissioners shall determine by lot whose term of office shall expire each year, in order that one term shall expire each year. (Ord. 687 § 3, 2015)

2.30.040 Terms, removal, filling of vacancies and compensation.

The term of office for the members appointed to such commission shall be designated as one one-year term, two two-year terms, and two three-year terms. After the initial terms have expired, subsequent appointments shall consist of a three-year term resulting in the expiration of no more than two in any given year. Vacancies occurring other than through the expiration of terms shall be filled for the unexpired term. Commission members shall be selected without respect to political affiliations and they shall serve without compensation.

Whenever a commission member is absent for three consecutive regular meetings of the commission or an aggregate of five regular or special meetings of the commission within a calendar year, unless permission is granted by a majority of the commission, the person’s right to the position shall be automatically terminated. Members may be removed by the mayor with the approval of the town council for inefficiency, neglect of duty or malfeasance in office.

Upon the resignation or removal of any member, a successor shall be appointed by the mayor and confirmed by the council for the unexpired term. (Ord. 733 § 1, 2018; Ord. 687 § 4, 2015)

2.30.050 Meetings, commission officers, quorum.

Public meetings of the commission shall be held at such time and dates as a majority of the commission shall establish. A special meeting may be called at any time by the presiding officer, or by a majority of the members of the commission upon written notice delivered at least 24 hours before the time of such meeting as specified in the notice.

The parks and recreation commission shall elect a chairman and vice chairman from its members at their first meeting of the year and the chairman shall preside at the meetings of the board. Meeting agendas shall be determined based on council direction. The mayor shall designate a member of the paid staff of the town to serve as secretary. All meetings shall be subject to the Open Public Meetings Act (Chapter 42.30 RCW).

The presence of three members of the commission shall be required to constitute a quorum for the transaction of business. A majority vote of those present shall be necessary to carry any motion. The commission may establish bylaws or procedures for conducting its meetings. (Ord. 738 § 1, 2018; Ord. 687 § 5, 2015)

2.30.060 Powers and duties.

The parks and recreation commission of the town of Twisp shall act as an advisory body to the town council, including but not limited to the following:

(1) Provide recommendations to the town council for review and periodic updating of the town’s comprehensive plan;

(2) Advise the town council and mayor regarding the general planning of all parks, recreational facilities, and recreational programs of the town of Twisp. The commission may advise and make recommendations regarding: entering into written contracts with the United States, the state, county, or city, town, park or recreation district or other entity or organization for the purpose of conducting a recreational program or exercising any duty of this chapter;

(3) Cause the preparation and conveyance of reports to the town council, including findings of fact and recommendations of the parks and recreation commission;

(4) Such other related duties as requested by the mayor, town planner or the town council, or as prescribed by ordinance or the laws of the state of Washington. (Ord. 687 § 6, 2015)
